He stated <br />there is a thirty-day grant period from July I-July 31 and priority will be given to projects <br />already designed and ready for bid and staff is confident the City will receive grant funds for the <br />project. He noted the City may withdraw the grant application at any time if the City is not <br />satisfied with the rebidding and added some of the design aspects of the project have been <br />redesigned and a pre-bid meeting will be held July 15 th to clear up any confusion regarding the <br />project. <br />Councilmember Roth expressed concern that the City is doing the work twice on this project and <br />asked how much extra this is going to cost the City. <br />City Manager Casey advised there would be no additional consulting costs to the City for <br />rebidding the project , as these costs will be paid entirely by the consultant. He agreed to report <br />back to the City Council regarding design costs. <br />Motion by Councilmember Roth, seconded by Councilmember Gray, to approve Resolution 13- <br />053; a Resolution Authorizing the City of St. Anthony Village to Submit a Point Source <br />Implementation Grant Application to the Minnesota Public Facilities Authority (PFA) and to <br />Authorize City Officials to Execute a Grant Agreement on Behalf of the City of St. Anthony <br />Village for the Silver Lake Storm Water Treatment System. <br />Motion carried unanimously. <br />C. 2013 Goals Update. Mark Casey. City Manager, presenting. <br />City Manager Casey reported that GreenCorps member Nick Voss completed the rain barrel and <br />rainwater gardens workshop on May 30th. He advised that the 2013 street project has started , <br />the City has applied for a grant to upgrade seven pedestrian signals , and the City has been <br />monitoring the last two rain events and the back flow preventer at Mirror Lake is working <br />properly. He reported that the farmers market will be starting on July 22 nd and on June 19 th the <br />City invited nine former elected officials to attend the League's centennial celebration. He stated <br />the City has developed a social media policy and created a communication plan that was adopted <br />in May. He stated the City has been awarded a Safe Routes to School grant and the Summer <br />Survival School was expanded and completed in June. He indicated the City has submitted a bid <br />for street sweeping to Lauderdale and staff is currently in discussions with Birchwood about <br />expanding the services currently provided. He stated that staff is in the process of completing <br />the succession planning and is working on potential collaborations with other fire departments. <br />He reported that Officer Jeff Spiess was recently promoted to Sergeant and this promotion will <br />put the City in a good position to make sure staff are well managed. <br />REPORTS FROM CITY MANAGER AND COUNCIL MEMBERS. <br />City Manager Casey reported that staff is working with Rice Creek Watershed District and the <br />City of New Brighton on a comprehensive approach to water management and noted that a <br />petition for a watershed project will be presented at a future meeting. He stated the City will be <br />hosting a builder's forum on Tuesday, July 16 th , intended to provide an opportunity for builders <br />to give the City feedback on processes and discuss ways to work together more efficiently.
