He invited the <br />Sheriffs Department to forward any information about the Code Red program and prescription <br />drug disposal program to the City for inclusion in the quarterly newsletter. He also asked about <br />how the Sheriffs Department and local police departments work together after a natural disaster. <br />Ramsey County Sheriff Bostrom stated that after an event such as a tornado, the local Fire, <br />Police , and Public Works Departments are in charge and the Sheriffs Department represents the <br />next wave of support. He stated the County's Director of Emergency Management would bring <br />resources to coordinate and set up a unified command under the authority of the local <br />departments. <br />Mayor Faust thanked Ram sey County Sheriff Bostrom for speaking to the City Council and <br />expressed appreciation for the Sheriffs Department's support. <br />B. Resolution 13-075; a Resolution Accepting the 2014 Street & Utility Improvement <br />Project Plans and Specifications & Ordering Advertisement. Todd Hubmer, WSB & <br />Associates, presenting. <br />City Engineer Hubmer explained that the 2014 street and utility improvement project includes <br />reconstruction of Penrod Lane from 37'h to 36'h Avenues, Edgemere Avenue from Penrod Lane <br />to Chelmsford Lane, and Wendhurst Avenue from Penrod Lane to Chelmsford Lane. He stated <br />the project includes reconstructing the sanitary sewer system as well as replacing the existing <br />water main. He stated the project also adds fire hydrants to improve fire flow and accessibility to <br />hydrants and also adds a biofiltration swale on the north end of Centra l Park. He noted these <br />storm water improvements will meet Rice Creek Watershed District permitting requirements and <br />the City received a $50 ,000 grant from Rice Creek Watershed District for construction of the <br />swale. He showed a map of the parcels to be assessed and stated the project will replace the <br />existing streets with asphalt and it is anticipated the project will be done by spring 2015. He <br />advised that total project costs are approximately $2,191,000 and funding sources include special <br />assessments, 429 public improvement bonds, the Rice Creek Watershed District grant of <br />$50,000, and the City's water, sanitary, and storm water funds. He presented the project <br />schedule that indicates substantial completion in September 2014 and final paving in June 2015. <br />Councilmember Roth asked if the property owners impacted by a new fire hydrant have been <br />notified. <br />City Engineer Hubmer replied in the affirmative and stated the fire hydrants were discussed at <br />the last meeting with residents and staff will work with the property owners about the location of <br />the fire hydrants. He noted the City will try to avoid significant trees and will place the fire <br />hydrants near property boundaries and in the City'S right-of-way. <br />Councilmember Stille stated he received a comment from a resident during the Belden <br />improvement project that they were surprised about having a fire hydrant placed on their <br />property and urged the City to make sure residents are kept informed throughout the project.
