Planning Commission Meeting Mi nutes <br />December 21, 2004 <br />Page 3 <br />RE <br />Chair Stromgren clarified that this is a housekeeping item and is required because the property is <br />being vacated. Ms. Moore -Sykes confirmed. <br />Chair Stromgren closed the public hearing at 7:13 p.m. <br />Motion by Chair Stromgren, Second by Commissioner Cray, to recommend approval for <br />subdivisionand replat for ,Lot 1 and Lot 2, Block 1, Silver Lake Homes, Ramsey County, <br />Minnesota, 2504 39`r' Avenue Northeast in accordance with the Village of St. Anthony. <br />Motion carried lmianimonsiy <br />Chair Stromgren stated that City Council world consider this request at their January 11, 2005 <br />Regular meeting. She stated that after the <br />concept review Staff met with Mr. Wates and his t am to discuss the issues brought forward by <br />the Planning Commission and indicated tligt Mr. ubmer, in his summary, recommends that the <br />City amend the EAW to address some of thees' p oncerns and determine the impact of adding an <br />additional 87 units to the City water, sanitaryever and storm water sewer systems. <br />Ms. Moore -Sykes reviewed the proposa nd options' vrth the Commission stating that Quest <br />Development is requesting a rezoning,, f the property, locFated at 4001 Stinson Boulevard <br />Northeast, the Apache Medical Bui mg site, to a Plannea`°Unit Development site. She stated <br />that based on the information ye <br />rated by WSB, the City's engineering consultant, Staff is <br />recommending that WSB be dted to revise the St. Anthony Ullage Northwest Quadrant <br />BAW to determine th.e impacadding an additional 87 resideto the water, sanitary <br />sewer and storm water sew systems. She stated that Staff is also 1o616ng for direction in <br />applying the requiremen,lf the PUD ordinance, which states that the parcel being considered for <br />a PUD designation sha not be less than three acres. She noted that this peel is 2.77 acres. <br />Peter Beck, Quest Rlpresentative stated that they arc requesting that the Plamri Commission uld like to <br />recommend approval of their proposal to rezone the property.
