City Council Regular Meeting Minutes January 25, 2005 Page 2 1 Councilmember Stille requested to exclude Item A from the Consent Agenda. Consider Resolution 05-018 hntoxicatim Liquor 1 rccnse, Apple American Limited 1.5 Partnership of iUlmtresota, dl a Appleh s.Neighborhood_ Grill & Bar. 16 17 Mayor Faust opened the public hearing at 7:08 p.m. 18 19 City Manager Mornson noted this a public hearing for the first Intoxicating Liquor License in St. 20 Anthony. Ile explained this property is in the Silver Lakc Redevelopment project:, which 21 consists of housing and retail. He ftnrther explairned that because it is anew license, a hcaring is 22 required. If it is not a new license, and is a renewal, it becomes part of the consent agenda and 23 needs no hearing. I-Ic noted the establishment must comply with the No Smoking Ordinance that 24 will be effective March 30. He said background checks on the company have been completed, 25 and no negative implications have been found. He said there are representatives for Applebee's 26 in attendance. 2"7 28 Ms. Katy Sienko, Director of Operations for Applebee's, stated they are thrilled to be coming 29 into the city and excited to be the first liquor license over handed out. She indicated they are 30 planning on an April opening. She added that they will comply with non-smoking rule. 31 32 Councilmember Stille asked about their training program for bartenders. Ms. Sienko explained it 33 is the same for any restaurant, and that there is a 6 -day gaining for bartenders. She said the 34 training is extensive and includes training bartenders to look for different levels of alcohol 35 consumption of patrons. She noted there is training with the Police Department for false ID 36 recognition. She distributed copies of the training program to each councilmember. She 37 commented all restaurants are in complete compliance around the Twin Cities. 38 39 Councilmember Stille asked what the decor will be. Ms. SieDko responded they are already 40 creating the "hometown hero" which is a wall dedicated to someone. She said a fire hose will be 41 wrapped around the front entryway as in other Applebee's, and the firefighters will sign it. She 42 also explained they will work with community agencies and schools for articles to put on the 43 walls. 44 45 Councilmember Thucsen welcomed Applebee's to the community and reiterated the City wants 46 to keep the village feel.
