M <br />DATE: March 1, 2005 <br />TOa Mike Mornson, City Manager <br />FROM: John Ohl, Captain <br />SUBJECT: Methamphetamine Ordinance <br />Methamphetamine continues to be a problem for both the metro area and rural Minnesota. <br />Manufacturing of this drug can occur just about anywhere (vehicle, trailers, homes, apartments, <br />ice fishing houses, etc). <br />The production of Meth can create serious environmental problems. Even small labs can leave <br />behind chemical residues that are harmful to health. <br />Many cities are adopting local ordinances to deal with this problem, and'the associated costs of <br />cleaning up after the discovery of a Meth lab. <br />I would strongly encourage St. Anthony to adopt a Meth Ordinance as soon as possible. <br />Ordinances such as these will allow the City to assess the property on which the lab is located <br />for any clean up, and. to protect public health. <br />I have enclosed Ordinances from Oakdale and Little Canada for your review. It appears that <br />Little Canada's Ordinance is more comprehensive and would be my choice for adoption. <br />Clearly it is not if, but when a lab is discovered, and the City needs an ordinance in place to - <br />protect its interests. <br />JO:vj <br />Enclosure <br />cc: Richard Engstrom, Chief of Police <br />
