M <br />MEMORANDUM <br />DATE: April 6, 2005 <br />TO: Mike Morrison, City Manager <br />FROM: Roger Larson, Finance Director <br />ITEM: MIS AGREEMENT WITH ROSEVI,LLE <br />During the installation of our phone system, Terre Heiser, asked if the City was interested <br />in Roseville providing St. Anthony with MIS services. On a trial basis, the Police <br />Department had them do some work on their State computer hookup (their work was <br />excellent). <br />Currently, we have two consultants who do work on the network. One of the consultants <br />(Macro Group) is skilled in working on the State computer while Entrust focuses on our <br />network issues. However, neither of them can work on the State computer system used <br />by the Police Department and also have the skills to provide network services on the <br />City's Computer network. <br />Roseville does have the capabihti.es of performing the services the Police Department <br />needs as well as performing maintenance and upgrades to our network. <br />In comparing the cost of Roseville verses Macro & Entrust, there is a small cost savings <br />in having Roseville peifbrm those sei-vices. The total costs Macro/Entrust services for <br />2004 totaled $8,649.98 compared to Roseville's bid of $8,000.00. <br />There are two additional factors that favor doing our MIS services through Roseville <br />1) Teaming up with Roseville provides additional backup for our current system. In <br />becoming part of a Iarger network three additional file servers will back up our <br />computer system. <br />2) One consultant will provide all the services versus two consultants doing work on <br />there part of the network, but unable to work on the complete network. This also <br />will save staff time and eliminate the scheduling issues for two consultants. <br />Both John Ohl and I have attended meetings with Roseville and agree that it would be to <br />our advantage to have one consultant supply services for both Departments. <br />Recommendation: <br />Council authorizes the Mayor and the City Manager to enter into an agreement with <br />Roseville in the amount of $8,000.00 for MIS services. <br />Note — From a legal perspective, Jerry Gilligan has reviewed this doctunent, made <br />changes on behalf of the City of St. Anthony and offered his qualified legal opinion <br />supporting the signing of the proposed MIS agreement between St. Anthony and <br />Roseville. <br />
