He said it doesn't seem to make sense. He would be more in favor of putting <br />the restaurant on the point, and. felt it would have a better chance of making it and be more in <br />line of what the community wants. He said he feels the end cap would turn into a bar. <br />Councilmember Tbuesen said there have been many months to think about this project. Some <br />good things have come of it. He said the City can be proud of the new liquor stores, as they are <br />an asset to the community. He noted he has been on the Council seven years, and has been part <br />of many decisions. Il.e has been able to gather information and come to decisions feeling <br />strongly in the way he wants to go. He said he does not feel strongly this time. He has carne to <br />the conclusion that a bar/restaurant on the end cap at 3,500 square feet does not feel right He <br />said whatever is done with the existing pad must be done right. This is an important gateway <br />into the community. Having a restaurant on the end cap is something he cannot support. Ile said <br />he does appreciate the $150,000 payment offer and does appreciate the negotiations that happen. <br />there. Ile said he is open to the possibility of it going in the open pad; however a bar cannot go <br />in there. <br />Mayor Faust said he heard talk about the $150,000 and it is a significant amount of money. In <br />terms of what this means to the citizens, he said there was a report from the Finance Director. <br />When the City took over the funding from the school on the levy, which was $52,000, the report <br />said it would increase the taxes $5 per average median house, which is in the $200,000 to <br />$220,000 range. Therefore, the $150,000 would equate to a$ 15 one-time payment reduction in <br />taxes and then it is not so overwhelming. He made the observation that the Planning <br />Commission didn't have the benefit of the development agreement when they looked at this. He <br />said the Council should not disparage what the Planning Commission did, therefore. As a <br />sidelight, lie said he received a call from Dunn Brothers that they found out they would not get a <br />drive through, and they were lobbying him .for that. That drive through was withdrawn three <br />weeks ago and evidently the communication does not work both ways. <br />Councilmember Horst stated he would like to see sonic flexibility in the development agreement <br />at this point. If the 6,000 square foot restaurant is not feasible or practical, it can be worked <br />with. As a reasonable body, the Council ought to see how we can work with this developer and <br />get the project back on the hack. He said this is falling of the track and we are stumbling. He <br />suggested looking at a more realistic approach, perhaps regarding pull tabs or size. IIe said he <br />did not want to see this project go away <br />Mayor Faust gave the reminder that the Council is only looking at the development agreement, <br />and it is just a concept at this point. The Council must act on the Resolution before them. Their <br />it is incumbent on the developer to come back with something that is more fleshed out. After <br />that, the development agreement can be looked at again. There is a reason we have these <br />development agreements which is to give us a vehicle to have discussions with the developers. <br />Motion by Councilmember Horst, seconded by Councilmember Gray, to deny Resolution 05- <br />044, re: Amendment to Developer Agreement between the City of St. Anthony and Amcon, <br />LLC. <br />
