A solar power flasher is recommended. The <br />flashers would be operated by the drivers in the trucks by remote control. They would stay on a <br />certain length of time. <br />Councilmember Horst asked what color the flashers are. Mr. Ilubmer replied they are yellow. <br />Councilmember Horst questioned what the standard color is. Mr. Hubmer explained we are not <br />asking vehicles to stop but to yield and be aware that emergency vehicles are entering or exiting. <br />M <br />Councilmember Borst said the beacons shown in the meeting packet indicate to "Prepare to Stop <br />When Flashing" and he said it seems prudent to ask people to do that. Otherwise, it seems like it <br />is only an advice sign. <br />Mr. Hubmer said the idea is to warn the motorist to slow down, since all they have to do is slow <br />down to adequately allow sufficient time for trucks to enter and exit the roadway. To have an <br />instant stop is not recommended. When people see the lights and hear the sirens, they are <br />supposed to slow and pull over anyway. <br />Councilmember Horst said we are trying to limit the use of sirens coming and. going. Therefore, <br />this is probably the only warning some motorists may get since it is an emergency exit. IIe noted <br />that red flashers may be something to consider in the future. <br />Mr. Ilubmer said he will take the suggestion to Hennepin County since he will need to talk with <br />them to put these beacons in. <br />Mayor Faust noted the Minnesota statute may need to be considered. He said when the lights sue <br />flashing red, it means the motorist has to stop immediately. Flashing yellow means to prepare to <br />stop. <br />Councilanember Stille observed that there is a gap between the existing gap time for a truck and <br />the recommended gap time of 2.5 seconds for a truck on a left turn onto a major roadway. Fie <br />said this is for an 18 -wheeler, and the street never has any. Ile said there are red fire trucks and <br />flashing lights. That should be enough warning. With the flashing beacons, he felt the issue was <br />well covered. <br />Mr. Mornson pointed out that bids will be presented at the July 26 meeting. <br />B. Consider Resolution 05-059• Fourth Amendment to Development Agreement for Phase II <br />Silver Lake Village. <br />Mr. Mornson reviewed the resolution with the Council and indicated that there is a contract and <br />it does need to come to a conclusion by June 30, 2005 as written in the contract. However, it is <br />not possible to meet this date. The request is to extend this deadline to November 30, 2005. <br />
