A. RELATED EXPERIENCE <br />Our project team members have experience in assisting cities like Saint Anthony Village in analyzing and <br />reviewing the existing telecommunications and connectivity landscape in their community, as well as the <br />development of business models that meet identified needs and demands. Upon completion of the proposed <br />Study, Saint Anthony Village will know which telecommunication services residents and businesses desire, <br />what cost they are willing to pay, and what technologies are appropiiatc. Some examples of commmnitics <br />where our project team members have performed similar projects while previously with Virchow Kiausc <br />include: <br />Moorhead Public Service (MPS) in Moorhead, MN was interested in exploring whether offering <br />broadband services was a viable option. After completing a thorough study in 2002, we <br />recommended that MPS should not pursue offering broadband services at that time. In the <br />meantime, the technology available and the costs have changed. Project team members conducted <br />another study in 2004 in which we researched the marketplace and developed a business plan. <br />MPS is now beginning an offering of wireless high-speed Internet access to residents, college <br />students, and businesses in the community. Moorhead has learned from and improved upon the <br />experiences of communuies tike Chaska, MN and Corpus Christi, TX in offering wireless Internet <br />access. <br />® St. Louis Park, MN is investigating the. possibility of deploying a city-wide Wrhi network. The <br />study, just Completed, investigated several business models to advance the availability and <br />affordability of Internet connectivity. <br />® Our team members have also assisted the Pulaski Llectric System in Pulaski, 'IN in developing a <br />fiber -to -the -premises (hITP) business plan that includes the preparation of business models, cost <br />analysis, and probabilistic outcome analysis. In addition, the team members previously conducted <br />residential mtuket research to assess the interest in Internet, cable TV, and telephone services in <br />Pulaski. <br />® The members of our team assisted the City of Sturgis Flecuic Department in Sturgis, MI with a <br />broadband wireless business plan. The team analyzed the possibility of the City of Sturgis <br />developing, constructing, providing, and selling wireless broadband services (retail or wholesale) <br />to businesses and residents. In addition, our team members previously conducted a market analysis <br />for the need for high-speed Internet and data connectivity for businesses located in Sturgis. <br />o The team members also assisted North Aurora, 11. with a commercial broadband feasibility study. <br />This study provides an analysis of current telecommunications issues and opportunities in and <br />around the community, and develops recommendations and strategies designed to advance <br />available connectivity options. <br />Our team members have been asked by Public Technology Institute (PTI) to assist the organization in <br />educating cities, counties, and other local government entities on wireless technology and wireless business <br />planning. PTI serves as the technology advisor to the National League of Cities, National Association of <br />Counties, the US Conference of Mayos, and other major government associations. Our team has been <br />involved in the planning and teaching of a number of seminars and conferences across the county on <br />wireless and other technologies that are of importance to Local government. We are always happy to share <br />our knowledge and expertise. <br />
