Mornson <br />City Manager <br />City of Saint Anthony <br />3301 Silver Lake Road <br />Saint Anthony, MN 55418-1699 <br />Transmitted herewith for approval by the Saint Anthony Village City Council, please find <br />Preliminary Layout No. 3 (dated January 30, 2006) for the above referenced project. The <br />proposed project includes the reconstruction of County State Aid Highway (CSAH) 136 from <br />Saint Anthony Boulevard to 37th Avenue NE. The proposed improvements include <br />reconstructing Silver -Lake Road as a two lane urban roadway with a new pavement structure, <br />improved intersection operations, safer pedestrian accommodations, and modified, access at <br />various locations along the corridor. <br />Hennepin County is requesting Council approval of the layout as anassurance that the City is in <br />agreement with the project concept prior to beginning detailed design and development of the <br />construction documents. The preliminary layout is the "footprint" of what the project will look <br />like. However, not all of the details are known at this time. With Council approval of the <br />Preliminary layout, the design will be developed in greater detail. Council approval is also <br />requested to authorize the County to initiate the right-of-way acquisition process; this process will <br />begin after further development of the plans. <br />The County respectfully requests City Council approval of the preliminary layout, and that the <br />following be included in the Resolution of Approval: <br />• Approval of Preliminary Layout No. 3 (dated January 30, 2006) <br />• Authorization by the City for the County to acquire all rights -of way, permits, and/or <br />easements required for the improvements proposed in Preliminary Layout No. 3. <br />Agreement by the City to ban the parking of motor vehicles at all times, and to provide <br />enforcement for the prohibition of, on -street parking for the non -parking sections of County <br />Project No: 0524. <br />An Equal Opportunity Employer 34 <br />Recycled Paper <br />
