STAFF REPORT <br />To: Mayor and City Council Report No.: <br />City Manager <br />From: Kim. Moore -Sykes, Assistant City Manager ` <br />Date: April 11, 2006 <br />Subject: Comprehensive Plan Update - 2008 <br />Bacckkaround: In September, the City received a packet from the Metropolitan Council advising the City <br />that it must have an updated comprehensive land use plan approved by December 31, 2008. Three key <br />sections that the City needs to pay close attention to and address include: Transportation System, <br />Wastewater Systems and Regional Parks Systems. The City's responsibilities in these three areas were <br />outlined in a Systems Statement that was also included in this packet. These items are in addition to the <br />land use and zoning district updates that the City must also do as part of the Comprehensive Plan Update. <br />Once Council approved Staffs request to establish a task force, Staff sent a notice to the City's legal <br />newspaper, The Bulletin, advising the residents of the need to do a comprehensive plan update and <br />requesting anyone interested in serving on a task force for this project, to send a letter of interest to City <br />Hall. Staff received thirteen responses from the community and the names of those individuals are listed in <br />the attached resolution for Council review and approval. The task force will also include four Planning <br />C omnis sioners and two C ouncihnemb ers . <br />Staff developed a Request for Proposal after Council approval and sent it to eight metro planning consulting <br />firms. Three of these £tans, Toltz, Ding, Duvall & Anderson (TI -DA), Loucks Associates and McCombs <br />Frank Roos Associates, Inc. (MFRA) responded. Interviews were conducted and MFRA was selected by <br />the interview panel as having the most comprehensive proposal, the most experience in working through <br />the comprehensive plan update process, and having the most responsible bid for the project.
