Resolution 06-042; Accepting a monetary donation from Wal-Mart to St. Anthony Fire <br />Department. <br />Mayor Faust advised that Item E is to accept a monetary award from Hennepin County in the <br />amount of $2,774.74, which helps defray the storm emergency costs for the City of St. Anthony. <br />Item F is a monetary donation from Wal-Mart to the St. Anthony Fire Department in the amount <br />of $2,500. Mayor Faust reviewed that last month, the City received a grant from Wal-Mart for <br />the Police Department. These funds help those departments obtain the equipment they need to <br />better serve St. Anthony residents. <br />Motion by Councilmember Stille, seconded by Councilmember Horst, to approve the Consent <br />Agenda items A through F. <br />fft, 'It A <br />v® PUBLIC HEARINGS. <br />A. Public Hearin on 2007 Bud Yet. <br />Mayor Faust opened the public hearing at 7:05 p.m. <br />City Manager Mornson explained that this is the seventh year that St. Anthony has started the <br />budget process in April and the public hearing tonight is on the 2007 budget. He noted the <br />Finance Director has prepared a brief presentation to highlight the 2006 budget and 2007 budget. <br />City Manager Mornson reviewed the 2007 budget schedule, noting the process actually started in <br />January when the Council met for goal setting, financial strategies and planning. Tonight is the <br />public hearing to allow residents with an opportunity to provide input. City Manager Mornson <br />stated that during May to July he will be meeting with department heads to prepare the budget <br />and the City Council will receive the first draft of the 2007 proposed operating budget at the <br />August 8, 2006 work session. By September 12 the City needs to adopt a resolution setting the <br />proposed budget and tax levy and set the date for the Truth in Taxation meetings. He explained <br />that last year St. Anthony did not have a Truth in Taxation meeting because it was under the levy <br />limitations but he is not sure what will be the case for next year. <br />City Manager Mornson then presented the revenues and expenditures for the general fund as well <br />as a graph depicting the percentages for revenue sources and expenditures. He pointed out that <br />the largest revenue is the tax levy at 59.8%. The largest expenditures is the Police Department at <br />28.5% followed by Public Works at 18.1% and Contracts at 15.2%. City Manager Mornson <br />explained that the tax levy is about 60% and that has gone up from 50% in previous years due to <br />cuts in LGA. <br />There being no public input, Mayor Faust closed the public hearing at 7:08 p.m. <br />Mayor Faust noted the slide on the revenue source indicates that only 59.8% of the City's <br />revenue comes from property taxes that makes up the $4.1 million budget. The rest is received <br />from other sources. He commented that St. Anthony is fortunate to have those other revenue <br />sources. <br />
