The following statute, in effect, establishes internal control <br />procedures for the City. <br />Cause: The City has not implemented procedures to ensure that the payroll clerk is signing <br />the declaration for each payroll register. <br />Effect: The effect of noncompliance is not determinable. <br />Recommendation: We recommend the City consider altering procedures to comply with <br />Minnesota Statute 412.271. <br />Management's Response.- The City has implemented procedures to ensure that the finance <br />director will review and sign a declaration for each payroll register. Upon examination of the <br />payroll register and prior to the checks being printed, the finance director will sign and date <br />the payroll register. <br />
