City Council Regular Meeting Minutes May 9, 2006 Page 7 1 Mayor Faust stated that consideration of Resolution 06-0485 Adopting the Tax Increment Policy, 2 will be tabled to the May 23, 2006 Council meeting. He encouraged Councilmembers to inform 3 staff of changes they would like made to the TIF policy prior to that meeting date. 4 5 B. Consider Ordinance 06-001, Housekeeping of City Ordinances (1St reading 6 7 Mr. Mornson presented the ordinance and explained that that it addresses housekeeping issues. 8 He recommended this action be taken in one motion, to waive the first and second readings, 9 approve the third reading, and move directly to adoption. Mr. Mornson presented the wording 10 changes as follows: 11 12 Chapter 3 — Personnel: The term "personal leave" was changed to "personal time off (PTO)" as 13 suggested by the City's Auditor. In Section 300.19, fifth sentence, the word "requested" was 14 changed to "request." 15 16 Chapter 6 — Fees: The fee for duplicate dog tags will consistently be listed at $5.00. The 17 wording "per unit" will be added after the fee to help clarify for City staff. Charges and 18 Assessments, Section 620.03 and 620.04, the due date will be changed to "November 15," which 19 will allow residents an extended opportunity to pay their assessment directly to the City. 20 21 Chapter 13 — Building, Housing, Construction and Signs: Section 1315.01, Definition, the word 22 "basing" was changed to "bathing." 23 24 Motion by Councilmember Thuesen, seconded by Councilmember Gray, to waive the first and 25 second readings, approve third reading, and adopt Ordinance 06-001, Housekeeping of City 26 Ordinances. 27 28 oti® carried unanimousl 29 30 C. Consider Resolution 06-049, Supporting NE Diagonal Trail Plan with No Financial 31 Responsibility to the City of St. AnthopL. 32 33 Mr. Mornson reviewed the resolution with the Council and indicated that this was directed at the 34 last Council meeting to indicate the City supports the Northeast Diagonal Trail but will not 35 support it financially. 36 37 Motion by Councilmember Gray, seconded by Councilmember Thuesen, to adopt Resolution 06- 38 049, Supporting NE Diagonal Trail Plan with No Financial Responsibility to the City of St. 39 Anthony. 40 41 Motion carried unanimously® 42 43 D. Consider Resolution 06-050, Sup -porting the Installation of the Stone Sculpture at Salo 44 Park in the City of St. Anthony_ 45 46 Mr. Mornson reviewed the resolution with the Council and indicated that it supports the 47 installation of the stone sculpture at Salo Park.
