PUBLIC HEARINGS. <br />None. <br />V. REPORTS FROM COMMISSION AND STAFF. <br />A. Resolution 06-057 and ordinance 06-003• Approval of Silver Lake Village <br />Development Phase IIa. <br />Planning Commissioner Galyon presented Resolution 06--057 and Ordinance 06-003; Approval <br />of the Silver Lake Village Development Phase IIa to the City Council for consideration. <br />Commissioner Galyon informed the Council that. earlier in the year Mr. Daryl Gemar, <br />representative from Apache Redevelopment, LLC, approached City Staff regarding their <br />proposal to begin Phase IIa of the residential redevelopment plan. Mr. Gemar informed City <br />Staff that purchase agreements for Ed's Carwash and Firestone Tires are in place. These <br />properties were identified in Phase II of the residential redevelopment plan and also included in <br />the area rezoned to Planned Unit. Development (PUD) in accordance with the Planned Unit <br />Development Agreement on file with the City dated September 23, 2003. The application date is <br />May 26, 2006 and the 60 -day rule is active. A decision to approve or deny must occur by June <br />29, 2006. <br />The properties in question for this redevelopment are Ed's Carwash; 2415 -- 39 th Avenue NE, <br />Lot 2, Block 1, Beutz Addition; Firestone Tires, 3901 Stinson Boulevard NE, Lot 3, Block 2, <br />Apache Plaza; and the Vacant Lot, Stinson -Boulevard NE, Lot 1, Block 2, Apache Plaza, Wirth <br />Addition, St. Anthony, MN 55421. <br />In order to. allow the proposed project to move forward, Mr. Gemar was advised that four land <br />use and zoning issues would need to be addressed in separate public hearings. A Notice of Public <br />Hearing was published in the City's legal newspaper for May 31, 2006 and June 7, 2006. Each <br />item was heard separately in a public hearing and a recommendation made to the City Council. <br />There was no public representation at the Planning Commission Meeting on June 20, 2006. <br />Initially Staff advised Mr. Gemar that Apache Redevelopment, LLC would need to rezone. these <br />three properties in order to include them in their existing Mixed Use PUD.
