He repotted that Building Fasteners is ptoposing renovation plans for their <br />building to add more office space. The renovation plan also calls for the expansion of their parking to relievean <br />alteady tight patking sitaation. To achieve mote pa ling, they ate ptoposing-to encroach approximately 10 feet <br />west into the side yatd adjacent to Anthony Lane South, He also suggested that they could add approximately 4. <br />to 7 parking stalls in the front of the building (south side of the building) for walk-in clients. Mt. O'Btien has <br />tepeatedly stated to Staff and the Planning Commission that he continues to be vety interested in keeping and <br />rnain.ta l=' 9 his business in St. Anthony. <br />The City was also asked to explore the feasibility of constructing on. -sheet angle parking along the main portion <br />of Anthony Lane coMing unto the area. Staff researched the idea and dete�ed that because this porton of St. <br />Anthony -Lane South is very busy, bringing in ttaffic to the area ftom 29f Avenue/County Road 94 during the <br />niotning tush hour and teheving the area in the afternoon, this proposed on -street patking would cteate <br />additional problems with- the flow of vehicular traffic. <br />A.nalwis. A variance is tequ.ited because the Ci -s Otdin.an.ce'testticts patkin.g wig ten feet of a fton.t lot line <br />in this zoning dist:dct (1650.05, Subd. 2 (a)). VaEances as granted by the City Council allow mo* di.ftcation.s to the <br />dimensional tequirements of a particular zoning district. Statutotily, City Council has the authority to grant <br />vatian.ces when petfonnAn.ce stan.datds as required by the Zomig .Code cannot be met due to unu.sual.physical <br />site cha.racte:dstcs, called a .'hardship'. A hardship is related to the physical chatactetistics of the land, such as <br />slopes or m.atuxe trees. The property owner must prove there is a hardship 'p and the vatia.nce requested is <br />necessary to alleviate a physical hatdship caused by unusual circumstances.
