City Council Regular Meeting Minutes
May 23, 2006
Page 8
1 Councilmember Horst clarified that what the article was intimating was some recyclers do not
2 take glass.
3
4 Ms. Klennert replied, Waste Management would continue to recycle all colors of glass.
5
6 Assistant City Manager Moore -Sykes reported the ordinance states glass is recycled. Some of
7 the glass can be used in sandblasting and as a leach aid in landfills.
8
9 Ms. Klennert stated Waste Management has an optical sorting location in Chicago that takes all
10 colors of glass.
11
12 Mr. Sederstrom remarked Walters does the same.
13
14 Mayor Faust stated the Ordinance could be approved, denied or tabled. He expressed he believes
15 there may be some other caveats written into the Ordinance before it is approved. He stated the
16 City Council must make sure to watch out for the residents.
17
18 Councilmember Thuesen believes this is a good thing. He believes the majority of residents
19 would find it a convenient way to recycle numerous recyclable items. The downside would be
20 storage of the additional container in the garage. Councilmember Thuesen remarked from an
21 environmental perspective, it would encourage people to recycle more and be more aware when
22 buying products that need to be recycled. He stated there is more of an upside than a downside to
23 this and believes the majority of residents would approve of single sort recycling.
24
25 Councilmember Stille stated there are a lot of good reasons to do this. The promotion of
26 recycling is number one. He stated he is disappointed that the benefits seem to be on the side of
27 the haulers. If there are some hidden benefits to this, perhaps the City should go to a single
28 hauler system if the primary benefit is to save wear and tear and the number of trucks on the
29 streets. He would like to table this and work through it slowly.
30
31 Councilmember Horst commented the history of garbage hauling had progressed from taking
32 trash to large dump areas, to burning and recycling and now a state-of-the-art facility for
33 recycling and processing materials. He feels the haulers may see an immediate cost reduction,
34 but they have seen an increase in their costs recently especially with fuel increases. He does not
35 necessarily see it as a cost benefit to only the hauler. Councilmember Horst sees single sort
36 recycle as a way to encourage good citizenry by recycling more. Councilmember Horst sees
37 benefits now and in the future if the haulers are Iable to keep their costs down by going to single
38 sort recycling.
39
40 Councilmember Gray stated he agrees with Council members Thuesen and Horst. He stated it
41 has been good to go with single sort. Keeping three haulers here keeps the competition alive. He
42 is not suggesting prices would go down, but it would be an option because it costs them less. He
43 anticipates this would probably be a hot item for the next three meetings. Councilmember Gray
44 stated he is definitely for the single sort every two weeks.
45
8
