STAFF REPORT <br />To: Mayor and City Council - Report No.: <br />From: Kim Moose -Sykes, Assistant City Manages KA <br />Date: August 22, 2006 <br />Subject: Proposed Language Change to City's Chapter 5 Regarding Recycling Collection -- 3rd Reading <br />Background.: Staff met with representatives from the garbage haulers doing business in the City earlier this year <br />who were requesting that the City consider the possibility of changing the City's Ordinance language to -allow <br />recycling pick up every other week to accommodate single -sort recycling. At the July 25f City Council meeting, <br />Staff was directed to include additional language about glass as a recyclable and container size to the. proposed <br />draft. <br />Staff has since reviewed ordinances Or recycling policies of several Metro -area cities, including: Blaine, <br />Shoreview, Coon Rapids, Anoka, Arden Hills and New Brighton. In addition, Staff talked to recycling <br />coordinators from these cities to discuss other issues that are associated with the hauling of garbage, recyclables <br />and single sort recycling, such as: <br />Street maintenance -- <br />"Pup" trucks to haul garbage and recyclables from large multi -family complexes and single <br />family residences that back on alleys. <br />The amount of truck traffic in the neighborhoods on "garbage day". <br />Noise and air pollution concerns. <br />Impact of heavy vehicles on City's streets and alleys. <br />Licensing Fees -- <br />Currently, the City requires a business license for haulers at $150 per annum; is it similar to <br />those fees charged by other metro -area cities? <br />Can a nexus be established between the license fee and street/alley repair and replacement in <br />order to increase the fee so that it is more reflective of the City's cost to repair the streets? <br />Alternative Systems for Garbage/Recycling Hauling -- <br />Municipal collection. <br />"Organized" collection <br />• Open (Free Market) collection <br />Require Multi -Family Residences as part of the City's recycling program.. <br />Fuel consumption. <br />FAStaff Reports\08122006 Single Sort Recycling Ord Rev 3rd rdg.doe <br />30 <br />
