ANTHONY 2 HOUSING AND REDEVELOPMENT AUTHORITY MEETING 3 AUGUST 22, 2006 4 6 CALL TO ORDER. 7 Chair Faust called the meeting to order at 7:00 p.m. 8 9 ROLL CALL. 10 Commissioners present: Chair Faust; Commissioners Gray, Horst, Stille, and 11 Commissioners absent: Commissioner Thuesen. 12 Also present: City Manager Momson. 13 14 PLEDGE OF ALLEGIANCE. 15 16 I. APPROVAL OF AUGUST 22, 2006 H.R.A. AGENDA. 17 Motion by Commissioner Horst, seconded by Commissioner. Gray, to approve the August 22, 18 2006 Housing and Redevelopment Authority agenda as presented. 19 20 Motion carried unanimously. 21 22 II. CONSENT AGENDA. 23 A. Approval of July 25 2006 HRA Minutes 24 B. Claims 25 26 Motion by Commissioner Stille, seconded by Commissioner Horst, to approve the Consent 27 Agenda. 28 29 Motion carried unanimously. 30 31 HI. PUBLIC HEARINGS. 32 None 33 34 IV. GENERAL POLICY BUSINESS OF THE H.R.A. 35 A. Resolution 06-011; Modification to the Redevelopment Plan for Redevelopment Project 36 Area No.3 and Adopting a Modification to the Tax Increment Financing Plan for Tax 37 Increment Financing District No 3 therein 38 39 Ms. Stacy Kvilvang, Ehlers & Associates, stated before the HRA is the modification to 40 Redevelopment Project No. 3 (Cub Foods TIF) and TIF District No. 3. Ms. Kvilvang stated as 41 Ehlers & Associates completed the city's Tax Increment Financing reports to the State Auditor, 42 it was determined the City would have excess increment ($247,405) in 2005. Excess increment 43 is defined as increment generated in excess of what was budgeted. Ms. Kvilvang stated this is 44 typical of districts developed over 10 years ago and Ehlers recommends a full budget 45 modification. Ms. Kvilvang explained that since the City and HRA are modifying the TIF 46 budget, the modification is required to go through the entire public hearing process as if the City 47 and HRA were creating a new TIF district. 48
