7. FEASIBILITY AND RECOMMENDATION <br />Project costs are anticipated to be approximately $2.9 million, which includes the total <br />street and utility reconstruction of 39th Avenue NE, Roosevelt Street NE, Pahl Avenue <br />27th Avenue NE, and the three alleys from just north of Pahl Avenue to just south of 27th <br />Avenue NE. <br />Due to the poor structural condition of portions of the sanitary sewer mains, the <br />deterioration of the existing storm sewer catch basins, watermains, and street sections, <br />this project is both feasible and necessary from an engineering standpoint. The location <br />and condition of the existing utilities, the available street right-of-way, the existing soils <br />conditions, and the need to provide utility service to all of the properties in the project <br />area, other methods of improving the utility systems, and the roadway are not feasible or <br />cost effective. <br />Based on our analysis and data presented, the proposed project is feasible, necessary, and <br />cost effective from an engineering standpoint. We recommend reconstruction of the <br />sanitary sewer, reconstruction of the watermain, replacement and extension of the storm <br />water collection system, and the reconstruction of streets and alleys as detailed in this <br />report. <br />2007 STREET AND UTILITY IMPROVEMENT PROJECT <br />FEASIBILITY REPORT <br />CITY OF ST.
