He is in favor this time to move it to a <br />2 second reading. <br />3 <br />4 City Manager Mornson asked Councilmember Stille for clarification regarding if he wanted to <br />5 know what other cities allowed regarding pylon or monument signs. <br />6 <br />7 Councilmember Stille replied he wanted to know if it were truly a safety issue or more of a <br />8 convenience issue. He asked Chair Stromgren if this had been discussed at the Planning <br />9 Commission meeting. <br />10 <br />11 Chair Stromgren replied it was not debated, however, the concept review included a presentation <br />12 by Mr. Bona on how the signs were changed on a day-by-day basis. He stated a discussion with <br />13 Mr. Bona included the safety issues. <br />14 <br />15 Commission Horst stated he would like to see this moved to the second reading. He challenged <br />16 any Councilmember to try to change these numbers in reasonably warm weather. He expressed <br />17 how difficult it is to change letters when it is cold, as the letters do not stick to the pole. He <br />18 stated the option of not changing it is a poor looking sign. Councilmember Horst stressed he <br />19 would like to see this move along and gather more research. Commissioner Horst expressed this <br />20 is unique to the gas station business. <br />21 <br />22 Mayor Faust stated the only change to the first reading would be to sub Para 2, (2) 14.5 inches. <br />23 <br />24 Mayor Faust called for the vote. <br />25 3- es 2 -bays (Faust, Gray) <br />26 <br />27 Mayor Faust asked if the reference to monument signs is to be removed from the second reading. <br />28 <br />29 Councilmember Theusen stated he would be agreeable to removing monument signs. <br />30 <br />31 Councilmember Stille agreed. <br />32 <br />33 Councilmember Horst stated it did' not matter if it is there or not. <br />34 <br />35 Mayor Faust stated the amendment would come back to the Council without reference to <br />36 monument signs. He stated he would like more information on the safety issue. <br />37 <br />38 VI. GENERAL POLICY BUSINESS OF THE COUNCIL. <br />39 A. Update on Silverwood Park <br />40 <br />41 Commissioner Franzese thanked Council for inviting Three Rivers Park to present the master <br />42 plan for Silverwood, a place formerly known as Salvation Army Camp. She thanked the Council <br />43 for welcoming Three Rivers into the community and. for the energy, support, and enthusiasm <br />44 over the past seven years. She mentioned on June 4, 1999 Three Rivers Park district was invited <br />45 to the Indian School in SE Minneapolis, which led to familiarity with the property and a vision <br />46 for a regional park after Heart of the Earth School withdrew.
