City Council Regular Meeting Minutes <br />October 24, 2006 <br />Page 8 <br />1 Silverwood Park. He reported the Board of Commissioners took the initial steps to consider <br />2 funding a portion of the TMDL. <br />3 <br />4 Mr. DeVeau reported Three Rivers acquired the property in 2001 and he was excited about the <br />5 next steps. He stated that on October 30, 2006 the site would be prepared for Phase 1 <br />6 development scheduled to begin in 2007. He explained this would include the abandonment of <br />7 some utilities and the identification of other utilities and the relocation and/or teardown of <br />8 buildings. Mr. DeVeau stated construction would probably begin in the spring of 2007 <br />9 consisting of the picnic areas, the visitor center, roads, and parking. He mentioned he is not sure <br />10 of the duration of the construction, but anticipates the park would open as early as possible in <br />11 2008. He explained they are preparing and finalizing the operational plan for 2008 and are not <br />12 anticipating any public involvement or access during the construction phase.. <br />13 <br />14 Police Chief Hugo McFee, Three Rivers, stated he is in contact with St. Anthony Police Chief <br />15 Ohl on the actual park project. He mentioned his staff developed an action plan to notify <br />16 residents about the park closing. <br />17 <br />18 Mayor Faust suggested Three Rivers could include information about the park project in the St. <br />19 Anthony quarterly newsletter. He stated this is a good resource to inform St. Anthony residents <br />20 and ensure good public relations. <br />21 <br />22 B. Ordinance 06 O Section 526.00 Mobile Home Park Closing (Second Reading) <br />23 <br />24 City Manager Mornson summarized the main issues of Ordinance 06-005, second reading of the <br />25 Mobile Home Park Closing ordinance. He read the last sentence of 526.01 which states: `The <br />26 purpose of this Section is to require park owners to pay displaced residents reasonable <br />27 relocation costs and purchasers of manufactured home parks to pay alternative compensation, <br />28 pursuant to the authority granted under .Minnesota Statues, Section 327C. 095. ' <br />29 <br />30 City Manger Mornson read 526.02 Closing Statement: A statement prepared by the park owner <br />31 clearly stating the park is closing, addressing the availability, location and potential costs of <br />32 adequate replacement housing within a twenty-five mile radius of the park that is closing and the <br />33 probable relocation costs of the manufactured homes located in the park. ' <br />34 <br />35 City Manager Mornson pointed out the requirement for a public hearing stated under 526.04 and <br />36 526.05. <br />37 <br />38 Mayor Faust asked if any Council members received any comments concerning this issue. No <br />39 contacts were reported by Councilmembers. <br />40 <br />41 Ms. Wendy Huebner, 2501 Lowry Ave. NE, President of the Lowry Grove Residents <br />42 Association stated they are in support of the ordinance. <br />43 <br />44 Ms. Diane Nelson, 2501 Lowry Ave, representing the Lowry Grove Mobile Home property <br />45 owner, stated the property owners support the ordinance. Ms Nelson also thanked City Staff and <br />46 the Mobile Home Association for its participation and hoped the ordinance is approved. <br />8 <br />
