Discolored water is caused by excess manganese in the City's water supply and does <br />not present a health concern. However, the excess manganese does present a problem in taste, odor, <br />and appearance that is unacceptable. Therefore, City staff has evaluated a number of measures over <br />the summer months to determine the source of the excess manganese and ways to remove it from <br />the City's water supply. <br />Based on our investigations over the summer of 2006, it has been determined that the existing filter <br />media within the City's water treatment plant was designed to remove iron and has little capacity to <br />withdraw excess manganese from the system. To address this issue, we are proposing to replace the <br />existing filter media with material effective at removing both manganese and iron. We will be <br />conducting a full scale test of the proposed improvements in the first week of December. <br />Based on the results of this study, we anticipate preparing specifications and soliciting bids for the <br />following improvements at the water treatment plant in 2007: <br />Add a new chemical feed system for the purpose of removing excess manganese and iron. <br />2. Replace the media within the filter vessel and add an air backwash system to improve the <br />filter's capacity to remove manganese. <br />3. Complete influent piping modifications to allow each City well to utilize either of the two <br />filter vessels within the treatment plant. <br />4. Clean, inspect, and if necessary, rehabilitate the 2 million gallon ground storage reservoir. <br />5.
