City Council Regular Meeting Minutes <br />November 28, 2006 <br />Page 5 . <br />1 vacancy rate is low, several businesses have been there for decades and contribute to the <br />2 economy and quality of life for St. Antony. <br />4 Councilmember Stille reiterated the City would need to go very high to get to the density stated <br />5 in the report. He reported it is not set in stone. <br />6 <br />7 Mr. Weber replied the reason they made an estimate of how many units could go on the Lowry <br />8 Grove site was to make residents aware of the market potential of the site. He also stated those <br />9 numbers could be removed from the Comprehensive Plan. <br />10 <br />11 Planning Commissioner Don Jensen reported the changes stated by Mr. Weber are consistent <br />12 with the Planning Commission's recommendations. He indicated the Commission wanted to <br />13 move the plan forward. He clarified the Commission was not comfortable with the new guide <br />14 plan map that would cause existing zoning out of sync along the Kenzie Terrace area. He stated <br />15 having mixed use in the area on the east side of Kenzie Terrace is in the spirit of what the <br />16 Planning Commission is looking for on the guide plan map to allow maximum flexibility and <br />17 creativity. <br />18 <br />19 Mayor Faust stated one of the focuses was sidewalks and streetlights. He mentioned the <br />20 presentation from Ramsey County Commissioner Parker on benches and asked if it is <br />21 appropriate to add benches as a potential for each block or streets along walkways. <br />22 <br />23 Mr. Weber replied benches could be included as part of the Comp Plan as it promotes the <br />24 continuation of the sidewalk improvement plan. <br />25 <br />26 Commissioner Jensen stated the Planning Commission advocates benches in areas where they <br />27 would be used rather than ornamental structures. <br />28 <br />29 Motion by Councilmember Stille, seconded by Councilmember Gray, to. Approve Resolution 06- <br />30 088, a Resolution Approving the 2008 City of St. Anthony Comprehensive Plan Update Draft for <br />31 Submission to Adjacent Cities, Counties, Watershed Districts, and School Districts, Subject to <br />32 the Additions as recommended in the Nov 22, 2006 Memo to City Council and the inclusion of <br />33 benches to the Draft. <br />34 <br />35 Councilmember Gray thanked members of task force for their work on the Comprehensive Plan. <br />36 He stated it is a good plan going forward and the changes address the concerns brought forward. <br />37 <br />38 Motion carried unanimously. <br />39 <br />40 Commissioner Jensen stated there were no other reports from the Planning Commission. He <br />41 mentioned there was a significant discussion with the proprietor of Brownies Cafe as they work <br />42 with Staff to precede forward using proper procedures the City has in place for viable business. <br />43 <br />44 Mayor Faust asked Commissioner Jensen to pass on the Council's gratitude to the Planning <br />45 Commission for their hard work. <br />46 <br />10 <br />
