ANTHONY <br />2 TRUTH IN TAXATION MEETING MINUTES <br />3 December 4, 2006 <br />4 <br />5 <br />6 CALL TO ORDER. <br />7 Mayor Faust called the meeting to order at 7:00 p.m. <br />8 <br />9 PLEDGE OF ALLEGIANCE. <br />10 Mayor Faust invited the Council and audience to join him in the Pledge of Allegiance. <br />11 <br />12 ROLL CALL. <br />13 Present: Mayor Faust, Councilmembers Gray, Stille, and Thuesen. <br />14 Absent: Councilmember Horst <br />15 Also Present: City Manager Mike Mornson, Public Works Director Jay Hartman, Finance <br />16 Director Roger Larson, Police Chief John Ohl, Fire Chief John Malenick, Liquor <br />17 Operations Manager Mike Larson and Assistant City Manager Kim Moore-Sykes. <br />18 <br />19 <br />20 CONSIDERATION, DISCUSSION, AND POSSIBLE ACTION ON ALL OF THE FOLLOWING <br />21 ITEMS. <br />22 <br />23 I. APPROVAL OF DECEMBER 4, 2006 CITY COUNCIL MEETING AGENDA. <br />24 The agenda was approved as presented. <br />25 <br />26 II. PROCLAMATIONS AND RECOGNITIONS. <br />27 None. <br />28 <br />29 III. Truth In Taxation Public Hearing <br />34 <br />35 Mayor Faust opened the public hearing at 7:02 p.m. He stated the purpose of the meeting is to <br />36 review the budget and conduct a Truth in Taxation public hearing. <br />37 <br />38 City Manager Mornson presented the highlights of the 2007 budget for the City of St. Anthony. <br />39 <br />40 City Manager Mornson explained the distribution of property tax dollar. He pointed out that tax <br />41 dollars are divided into four parts: 33.8% goes to the City, 29.5% goes to the County, 28.6% <br />42 goes to the School District, and 8.1 % is allocated for other districts. <br />43 <br />44 City Manager Mornson explained the General Fund Budget stating there is a 6.59% Increase of <br />45 $279,700 over 2006, resulting in a 2007 budget of $4,521,700. He stated to fund the budget, the <br />46 Levy increased by 6.93% or $172,443 over the 2006 levy for a total of $2,660,800. <br />47 <br />48 City Manager Mornson, using a pie chart, pointed out that 60% of General Fund revenues come <br />49 from the tax levy. He explained this has increased due to a decrease in government revenue. <br />19 <br />
