MEMO <br />DATE: November 20, 2006 <br />TO: Mike Morrison, City Manager <br />FROM: John Ohl, Chief of Police <br />Roger Larson, Finance Director <br />SUBJECT: Lauderdale - 24 Hour Police Coverage <br />The City of Lauderdale has requested an increase from 16 hour to 24 hour coverage. <br />Lauderdale is a first ring suburb of a major metropolitan area that would benefit from a 24 hour <br />dedicated police presence, 365 days per year. <br />On 11/14/06, John Ohl attended a work session with the Lauderdale City Council to discuss the <br />process of implementing 24 hour coverage. Chief Ohl received unanimous support to proceed <br />with the implementation of 24 hour service. <br />The Lauderdale Council was advised that because of the need to hire two additional full-time <br />officers, it is not possible to implement 24 hour service with a short notice. The hiring and <br />training process can be lengthy and effectively take up to 6 months. <br />Chief Ohl discussed an alternative approach to allow him ample time hire and train personnel <br />and implement 24 hour service: <br />➢ Phase in 24 hour service over the first 6 months of 2007. <br />➢ Through the use of overtime, St. Anthony would provide at least 20 hours of police <br />presence per day, for the months of January through June. <br />➢ Starting 07/01/07 St. Anthony would provide 24 hour police services (earlier if the <br />hiring and training process proceeds faster than anticipated). <br />➢ The cost for the contract for three years would be: (Same as Falcon Heights) <br />o 2007 = $519,000 <br />o 2008 = $548,100 <br />o 2009 = $578,250 <br />The contract is a good deal for both Cities and will generate additional revenue for the City of <br />St. Anthony. Currently, all contract revenue goes into the General Fund. The upgrading of the <br />Lauderdale contract will provide the City Council with options to use the revenues generated by <br />the contract to offset the 2008 operating levy or appropriate them to capital equipment <br />purchases. <br />Recommendation: <br />Approve resolution #06-095 approving the addendum to the 01/01/2007 — 12/31/09 Lauderdale <br />contract. <br />41 <br />
