Resolution 06-088; Approving 2008 City of St. Anthony Comprehensive Plan Update <br />2 Draft for submission to Adjacent Cities, Counties, Watershed Districts and School <br />3 Districts, <br />4 <br />5 Mr. William Weber, MFRA & Associates, Comprehensive Planning Consultant, stated he worked <br />6 with the City Council to draft an updated comprehensive plan for the City. He stated the major <br />7 objective was to meet the Metropolitan Council's requirements in terms of conformance with its <br />8 regional plans for land use, transportation, regional parks, wastewater, and housing. Mr. Weber <br />9 mentioned this is an up date of a prior plan done in 1996/97. <br />10 <br />11 Mr. Weber reported the Metropolitan Council estimated the population of St. Anthony would be <br />12 10,000 by the year 2030. He stated the Task Force, having more knowledge of the City, estimated <br />13 the population would. be between 10,500 and 11,000 due to the development of Silver Lake Village <br />14 and other potential development over the next 25 years. He mentioned the Met Council agrees with <br />15 this estimate. <br />16 <br />17 Mr. Weber discussed the demographics of St. Anthony Village versus the metro area. He noted St. <br />18 Anthony had a much higher median age, are slightly more likely to be white, include more one - <br />19 person households, less likely to have children at home, more likely to be headed by woman, a lower <br />20 median household income, and less likely to have a college education. Mr. Weber reported the <br />21 housing characteristics of St. Anthony versus the metro area include a lower income ownership rate, <br />22 a higher percentage of multi -family buildings, slightly older median age, and an approximately equal <br />23 median value. <br />24 <br />25 Mr. Weber indicated the Silver Lake Village commercial space equates to about 322,500 square feet <br />26 of Commercial space. He stated that when this space is complete there would be 250 condominium <br />27 apartments, 263 rental apartments, 26 townhouses, and a City park with an amphitheater, ponds, and <br />28 trails. <br />29 <br />30 Mr. Weber explained Silverwood Park, previously a privately held recreational area owned by the <br />31 Salvation Army, is now part of the Three Rivers Park District. He explained the park improvement <br />32 plan includes a wildlife habitat, a 20 -acre mature upland oak forest, and 2,300 feet of shoreline on <br />33 Silver Lake. Mr. Weber remarked some possible future features: hiking trails, picnic shelter, <br />34 canoeing and kayaking, fishing, floral and sculpture gardens, and an interpretive visitor center. <br />35 <br />36 Mr. Weber displayed the map of Land Use Plan explaining it is a guide to the zoning ordinance and <br />37 map. He further explained it is a guide or suggestion to owners of lands and helps bring a degree of <br />38 compatibility and predictability to land use investments. He stated St. Anthony is nearly a fully <br />39 developed community with is hardly a parcel in St. Anthony not built on. <br />40 <br />41 Mr. Weber stated change in the Kenzie Terrace District is a possibility. He displayed an aerial view <br />42 of the Kenzie Terrace District pointing out that over the next 25 years, landowners in this area might <br />43 decide to use the property differently. He explained the district currently consists of the Lowry <br />44 Grove Mobil Home Park with approximately 90 mobile homes on the 20 -acre site. Mr. Weber stated <br />45 the park owner might decide to sell the park. He stated this is similar to the 1997 comprehensive <br />46 plan relative to mid or high density housing as a future use and the 2008 continues this. <br />7 <br />
