2007 <br />If the Council action is the rerequest of a resident re uest and that request is denied in <br />whole or in part, reasons of the fact sub ortin the denial will be made part of the <br />.. <br />public record. <br />PROCESS - PUBLIC HEARING <br />Since a public hearingis a more formal procedure and often re ' <br />p quires certain <br />procedures and actions to be legal, the meeting rules are changed accordingly. <br />The primary au* n of a public hearing is to take from fthe P accomplish <br />input public. To <br />�' <br />this in the most effective manner, the Mayor will introduce the heariwith an <br />hearing .ersong <br />explanation of the issues. The Mayor will give this explanation -or a <br />g P P <br />designated by the Ma.yor. The use 'of explanatory visual aids is encouraged. <br />Following. the explanation, input from theublic will be taken. Prior to accepting <br />p P g <br />input though, Mayor will sate the areas where input will be appropriate, the Mth <br />�the <br />maximum time to be allotted to any individual presenter and any otherp rocedural <br />rules deemed appropriate to guarantee that all concernedP arties have a fair and <br />adequate opportunity to be heard. <br />All individuals wishing to speak must fill out and submit and identification form <br />and speak in to a recordinghone. Individuals not wishing speak in <br />microphone. g to s p public <br />may provide a written statement. The Council may e taku to 15 minutes to review <br />.p <br />written statements presented at the meeting. If the Council decides not to act on the <br />issue at the public hearing meeting, it may by majoritynote extend the time where <br />"�+7r1 tten input Tr►,�ill be taker to a day not la ter than one week before the net meeting <br />where a deciding vote is planned. <br />All speakers are expected to be business -like, to theone oint and courteous. Anyone <br />Y <br />not abiding by these rules will be considered to out of order. <br />The Council will refrain from. in' itiatin a discussion during the public input phase <br />of the hearing except to clarify points . brought u <br />g p. <br />Once the public testimony phase is complete, the Mayor will announce the public <br />p Y <br />hearing to be closed and the Council will revert back to its open discussion mode of <br />operation. From this point on, public input will only be appropriate when solicited <br />p <br />by the Council. <br />It shall be the intent of the Council to vote on the issue at the same meeting'. as the <br />public hearing and as close in time to the as p ublic hearingpossible.
