to make such payment in full within the five-day period will result in the discontinuance <br />of water service; (c) the customer has the right to a hearing before the Director of Public <br />Works before water service is discontinued, provided the customer has made a request for <br />a hearing within the five-day period. If a request for a hearing is timely, made by the <br />customer, a hearing will be held in accordance with the provisions of Subsection 410.06. <br />If a payment is not received and a hearing request is not timely made, the City may <br />discontinue service to the customer. A charge will be made to the customer in the case of <br />discontinuance of service for nonpayment of a water bill, and a charge will also be made <br />to the customer for turning on the water service after it has been shut off for nonpayment, <br />each in the amounts set forth in Chapter 6. Payments of any bill must be made at the City <br />Hall, and employees of the Water Department are not authorized to accept payment of <br />any bill. <br />Section 605 - SFWLR <br />605.01 Charges to Owner. The owner of any property connected with the City sanitary sewer <br />system must pay as basic rental charges for the use of the system the charges set forth in this <br />Section 605. <br />605.02 Residential Premises. <br />Subd. 1. Charges Based on Water Usage. All single-family, two-family and townhouse <br />dwellings will be charged quarterly based upon the number of gallons of water used <br />during the months of January, February and March of each year, as determined from <br />meter readings obtained by the water meters electronically. <br />Subd. 2. Leak or Malfunction. The quarterly charge will be based upon the actual <br />meter readings for the first quarter, notwithstanding any leak or malfunction in the <br />plumbing system during such period. If the leak or malfunction is repaired by the City, <br />the quarterly charge will be based upon the greater of 22,500 gallons or the water used <br />during the most recent first quarter for which there was no leak or malfunction in the <br />plumbing system. <br />Subd.-4 3. Meter Not Used in First -Quarter. If a person fust becomes the occupant of <br />residential premises during or after the first quarter, and in any other case where a water <br />meter is not in use during all of the first quarter, the quarterly charge will be based upon <br />actual usage for the remaining quarters. The charge will be prorated from the date of <br />occupancy. <br />Subd. 5. Water Service From Other City. The occupants of any one or two family <br />dwelling which is connected to the water system of any other municipality must obtain <br />and submit to the City water meter readings of the type required by Subsection 410.05 of <br />this Code. <br />605.03 Other Premises Charged Quarterly. All premises other than single --family, two-family <br />and townhouse dwellings will be charged quarterly in the same manner as set forth in Subsection <br />
