City Council Regular Meeting Minutes January 9, 2007 Page 6 1 Mr. Hubmer stated the streets slated for reconstruction in and around St. Charles Church were 2 the last of the bituminous portion and St. Anthony west of Silver Lake Road to be constructed. 3 He stated Silver Lake Road slid in front of this. He mentioned that since the financing was 4 delayed one year from the County, this project was brought back in line with the project 5 schedule. He stated 39°i Avenue would be reconstructed to upgrade the sanitary sewer system to 6 handle the Mows from the Silver Lake Village development. Mr. Hubmer indicated the Foss 7 Road lift; station and the forced main would be increased in size to handle the additional sanitary 8 flow from the new development and to convey that to the Metropolitan Councils line in 9 Roseville. He stated that originally this was planned to be accomplished using underground 10 trenching techniques; however, the cost came in better for a total reconstruction. 11 12 Councilmember Thuesen noticed there is alley work involved and asked if is there are changes 13 being made based on what was learned from previous alley construction projects. 14 15 Mr. Hubmer replied the alleys are very difficult to reconstruct because the sanitary sewer is 16 much deeper than other recent alley reconstruction. He stated two alternate options were bid this 17 year, one being the trenchless technology option and an open trench option. Mr. Hubmer stated 18 the open cut option is $400,000 more than the trenchless bid. He stated the option for the 19 trenchless technology was chosen. 20 21 Councilmember T huesen asked if there are any properties that would have work done in front 22 and back of residential properties, and if so the construction would be staggered so as not to 23 close access from both sides. 24 25 Mr. Huhiner replied the contract is written so that both sides would not be ripped up at the same 26 time. 27 28 Councilmember Stille asked when the contractor would be known. 29 30 Mr. Hubmer stated nine bids were received with the low bidder at this time being Meyer 31 Construction with a bid of $3,484,012.56. 32 33 Councilmember Stille asked, in terms of new construction, would this benefit the City. 34 35 Mr. Hubmer stated lie believed it would and the bids are very competitive. Ile stated it is a very 36 close bidding environment. 37 38 Councilmember Stille indicated it is wise the City went forward with the street reconstruction 39 projects at this time. 40 41 Mr. Hubmer reported the third bidding of the Foss Road Lift Station saved the City $355,000 42 over the last bidding and saved another $250,000 by eliminating the building. 43 44 Mayor Faust stated that by rejecting the earlier bids and combining them, the City saved 45 $350,000. He asked Mr. Hubmer to discuss some of the funding and costs. 46 11
