He explained that <br />using concrete would require increased property assessments, reduce the linear footage of <br />reconstruction per year, and increase the cost to the CTP program. He stressed that concrete <br />roadways have no proven impact on property value increases to residents. <br />Councilmember Horst stated any presentation made earlier to the Council reiterated the curb and <br />gutter areas would still be concrete to match what is currently in place and the new areas built in <br />the City. <br />Mr. Hubmer replied that was correct. <br />Mayor Faust commented a water main break occurred on 33`d Avenue. He commented that <br />because concrete can not be poured in winter a barrier remains in place. <br />Motion by Councilmember Gray, seconded by Councilmember Stille, to Approve Resolution 07- <br />022, a Resolution Ordering Changes to the Assessment Policy for Public Roadways. <br />Motion carried unanimously. <br />C. Update on Automatic Meter Reading and Inflow & Infiltration (I/I) Program <br />Mr. IIubmer updated Council on the work to be supplied by H.D. Supply on the replacement of <br />water meters. He reported commercial installation began the week of January 15, 2007 and <br />residential installation would begin the week of January 22, 2007. Mr. IIubmer pointed out the <br />order of installation in the different areas of the City. <br />Mr. Hubmer indicated all residents would be contacted by April 1, 2007. He stated a second <br />contact/follow-up installation would be complete by June 1, 2007. IIe commented I & I <br />inspections would be concurrent with the Automated Meter Read (AMR) installations. He stated <br />residents would be notified immediately if their homes were found to be nonconforming. <br />Councilmember Stille asked how the transition would work from the hard method of billing to <br />the AMR process. <br />Mr. Hubmer replied a curt off date would coincide with the date the meter was installed in the <br />home. He explained there would be a onetime hand conversion done at City Hall and all future <br />readings would be done off the wireless system. <br />Councilmember Gray stated he received his card on January 22. He asked if there had been <br />many questions. <br />Mr. IIubmer replied there have not been many questions or issues. He indicated he receives a <br />weekly updates on the meters replaced and the I&I inspection. <br />Mayor Faust asked how individuals out of St. Anthony for the winter would be contacted. <br />
