Staff Report
To: Mayor, City Council, and City Manager
From: John Malenick, Fire Chief
Date: April 12, 2007
Re: Capitol City Mutual Aid Agreement
Background: Historically, St. Anthony has maintained mutual aid agreements with
two regional associations, the Capitol City Regional Firefighters Association and the
North Suburban Regional Mutual Aid Association. These agreements are necessary
to assure adequate resources in the event of a large scale or multiple disasters. The
St. Anthony Fire Department calls upon these resources on average 3 to 4 times per
year and is called upon to give assistance about 10 to 15 times per year. Minnesota
Statutes 471.59 authorize the use of these mutual aid agreements should political
subdivisions wish to take part.
Recommendation: Currently, the agreement to provide assistance from the Capitol
City Association (Ramsey Co.) has expired and is in need of renewal. The proposed
agreement is entirely the same as our prior year's agreement with only a minor name
change of the association. The Fire Department believes that these agreements are
an important part of our overall ability to protect the citizens of St. Anthony. There are
many facets of emergency service that cannot be provided by us alone due to fiscal
constraints. Some services available to us through mutual aid agreements; confined
space rescue, structural collapse team, dive team, hazardous materials team,
elevated fire/rescue capability (ladder trucks), increased manpower, fire/death
investigation teams as well as many joint training opportunities not achievable on our
own.
Attachments:
- Letter from Capitol City Regional Firefighters Association
- Reciprocal Fire Service Agreement
Thank you for your consideration in extending this agreement.
John Malenick, Fire Chief
• Page 1
St Anthony
Fire
Department
Staff Report
To: Mayor, City Council, and City Manager
From: John Malenick, Fire Chief
Date: April 12, 2007
Re: Capitol City Mutual Aid Agreement
Background: Historically, St. Anthony has maintained mutual aid agreements with
two regional associations, the Capitol City Regional Firefighters Association and the
North Suburban Regional Mutual Aid Association.
