As the result of changes to Minnesota Statutes, <br />Chapters 473.854 and 473.858 in the early 1990's, the City of St. Anthony completed a second updated <br />comprehensive land use plan in 1998. The same statute also requires municipalities to provide the Met <br />Council with an update to their comp plans every ten (10) years. The stated purpose of the City's <br />comprehensive land use plan is to both protect all those characteristics that contribute to the community's <br />uniqueness, while also managing change and on-going development that keeps the community vibrant. <br />Knowing that this is a time-consuming process, the City began planning for this land use update in 2006. <br />Residents were invited to participate in a task force and Mr. William Weber, A.I.C.P., McCombs Frank Roos <br />and Associates, was hired to facilitate the comp plan update project and provide technical support to the task <br />force. Also invited to the task force meetings were representatives from SANB School District, Rice Creek <br />Watershed District, and the Middle Mississippi Watershed Management Organization. The task force had its <br />first meeting in May 2006 and continued meeting throughout the summer, reviewing land use and <br />development issues within the City, answering questions, considering ideas and working with Mr. Weber to <br />complete the draft update. On November 8, the City held an open house, which provided the community an <br />opportunity to comment on the draft comprehensive land use plan update. <br />After the open house was held, the City scheduled a public hearing as a formal review of the draft update by <br />the public, the Planning Commission and the City Council in preparation of submitting it to the surrounding <br />cities, the school district, the watershed organizations and counties as required by law for review and <br />comment. These agencies had six months for this review, which expired on July 2, 2007. <br />With the review by adjacent governmental agencies complete, the next step in this approval process required <br />the City to hold a public hearing to preliminarily approve the 2008 Comprehensive Land Use Plan Update. <br />This public hearing was held at the Planning Commission meeting on July 17, 2007 and the Planning <br />07242007 PH On 2008 Comp Plan <br />
