17 <br />MEMORANDUM <br />DATE: July 23, 2007 <br />TO: Mike Mornson, City Manager <br />FROM: John Ohl, Chief of Polic�< <br />SUBJECT: COMBINED TATICAL TEAM <br />As you know, since 06-11-2002, we have had a combined tactical team with Roseville <br />Police Department. In an effort to make the team even more viable, New Brighton has <br />been asked to join and has accepted. The new name of our combined tactical team is <br />"East Metro Swat." <br />In 2002, the Agreement was originally written as a "Joint Powers." Based on some <br />continuing education I received from the League of Minnesota Cities related to Joint <br />Powers Agreements, I had the Agreement changed to a "Mutual Aid Agreement." <br />According to the League information, signing a Joint Power requires additional insurance <br />and creates a separate entity which can be sued, separate from the agencies which are part <br />of the Agreement. Mutual Aid Agreements do not create this same concern. <br />I have reviewed the Agreement and find it to be acceptable, and would ask that it be <br />presented to the council for their approval. <br />
