SECTION V <br />STRATEGY. REGULATION <br />No. '- <br />Policy < <br />Target Audience <br />4. <br />The City of St. Anthony will require the inclusion of skimmers in the <br />City, Developer <br />construction of new pond outlets, and add skimmers to the existing <br />system whenever feasible and practical to prevent floatables from <br />being discharged downstream. Skimmer structures will have a <br />minimum 4 -inch overlap and the maximum 1 -year storm event <br />discharge velocity should not exceed 0.5 feet per second, and <br />should provide skimming to the 1 -year event water elevation. A <br />typical skimmer is included in Appendix N. <br />5. <br />The City will include provisions for coarse sedimentation and <br />City, Developer <br />skimming floatable materials prior to stormwater discharge to lakes <br />and DNR -protected wetlands as well as to Rice Creek. This <br />requirement will apply in all cases except where it is deemed not <br />feasible or not practical to do so. Considerations for variance to this <br />policy will only be made in cases where the direct drainage area is <br />limited in size and the probability that a significant pollutant <br />discharge from the area to areas outside the City would be <br />extremely unlikely. <br />6. <br />The City will encourage programs aimed at fostering responsible <br />City <br />water quality management practices by its residents. The program <br />may educate residents on the proper use of fertilizer and, if <br />appropriate, encourage residents to use fertilizer having no <br />phosphorus content. <br />7. <br />The City will encourage homeowners with properties adjacent to <br />City <br />water resources to establish a vegetative buffer strip at the <br />shoreline. This strip should consist of legumes or other perennial <br />grasses to limit erosion and nutrient transport across the buffer <br />strip. <br />8. <br />The City will develop a stormwater drainage system maintenance <br />City <br />plan. This plan will be developed to assure that the retention/ <br />treatment basin cleanout and maintenance will be addressed to the <br />extent that is feasible and practical. The goal of this plan will be to <br />assure that the City's retention and treatment basins will have the <br />capability to retain and treat stormwater in future years.
