WSB
Infrastructure ■ Engineering . Planning x Construction
Memorandum
To: Honorable Mayor, City Council and Staff
City of St. Anthony pillage
From: Todd E. Hubmer, PE, City Engineer
Date: November 7, 2007
Re: Street Reconstruction Task Force Conclusion
WS13 Project No. 1626-03
701 Xenia Avenue South
Suite 300
Minneapolis, MN 55416
Tel: 763 541-4800
Fax: 763 541-1700
The Road Reconstruction 'task Force has held five meetings over the summer of 2007 to discuss the
reconstruction of concrete streets within St. Anthony Village. The Road Reconstruction Task Force
was comprised of 10 residents who reside on concrete streets, along with two representatives of the
City Council, the Public Works Director, and the City Lngineer. The purpose of the'rask Force
was to determine how the concrete streets within St. Anthony Village would be reconstructed.
The'rask Force defined a number of parameters affecting the decision to reconstruct existing
concrete streets with either concrete or asphalt. The parameters included appearance, function, and
cost associated with replacing existing concrete sheets with concrete or asphalt.
Throughout the five meetings, a number of issues associated with both material types were
evaluated, discussed, and a recommendation developed for the City Council's consideration. The
Task Force clearly indicated a preference to replace the existing concrete streets with new concrete
streets, but acknowledges the significant hurdle associated with the increase in capital cost
associated with construction of new concrete streets.
The Road Reconstruction Task Force feels that the combination of asphalt and concrete streets
within St. Anthony Village has added character to the Village and desires to have the Council give
consideration to the alternative they have selected to allow them to maintain concrete streets.
The attached report provides a history and summary of Task Force findings and their
recommendation to the Council for consideration. I will present these findings at the November 13,
2007, Council meeting.
lh
K11626-031AdminlDocslM/iA90-SoeerRecoulask!•brce-103107.doc
33
