He had originally come in to apply for and obtain a <br />demolition permit to tear down the residential structure at this address. He was informed at that time by staff <br />that as a result of the review of his proposed demolition, it was found that his lot did not meet the 75 -foot <br />minimum lot width as established bythe City Code. Also because he was destroying more than 50% of the <br />market value of his property and planned to reconstruct a large home thereby expanding a non -conforming use, <br />he would also have to apply for a lot width variance before he could reconstruct a house on the lot. This <br />information was also verified by the City Attorney. Mr. Schommer did apply for a lot width variance. Staff <br />advised Mr. Schommer of having a concept review of his project with the Planning Commission prior to <br />scheduling a public hearing. Mr. Schommer declined due to not knowing of the need for a variance and he had <br />already scheduled demolition and construction contractors. <br />Application Review: Staff received a completed application, appropriate fees and a written statement from the <br />property owner stating the situation and the hardship associated with his request for a variance to the Citys <br />Code of Ordinances. Also submitted as part of the application packet is a suivey done by Kemper & Associates <br />signed and dated October 26, 2007, but were found to be in error; and final construction drawings of the <br />proposed residential structure as of November 16, 2007 prepared byHomeworx of Roseville. <br />As prepared by Kemper & Associates, the proposed house footprint is proposed to be 1,562 SF, with a 40SF <br />front porch; the driveway is planned to be approximately 715SF; and a front walk of 67SF. The total calculated <br />impervious surface area is 2,384SF or 26% lot coverage for the lot. The total square footage of the lot is 9,124 <br />and the owner's proposed impervious surface area must meet the Citys 35% lot coverage maximum for <br />residential lots of 4,000 square feet or more, <br />The survey also shows the footprint of the proposed residential structure as it would sit on the lot.
