106 <br />Staff Report <br />To: Mike Mornson <br />From: Jahn Malenick, Fire Chief <br />Date: March 18, 2008 <br />Re: Emergency Operations Plan <br />Background: For the past several months, the North Suburban Emergency <br />Management Group of Hennepin County has been working to consolidate many <br />individual city emergency plans into one regional plan. Our intention is for all the <br />political jurisdictions in the North Suburban Emergency Management Group <br />(Brooklyn Center, Brooklyn Park, Champlin, Crystal, Robbinsdale, New Hope, <br />Maple Grove, Plymouth, Medicine take, Osseo, Dayton, Rogers, Hassen <br />Township, Golden Valley, St Anthony) to function under the same emergency <br />operations plan. Each jurisdiction continues to maintain autonomy and their own <br />emergency management program; however they are all affiliated under the same <br />emergency plan. The combined plan is now complete and ready for the review and <br />approval of each jurisdiction. <br />Purpose: The Regional Plan describes the basic strategies and mechanisms <br />through which the cities will mobilize resources and conduct activities to guide and <br />support emergency management efforts using the National Incident Management <br />System (NIMS). The Regional Plan is designed to coordinate resources to: <br />A. Maximize protection of life and property <br />B. Ensure continuity of government <br />C. Sustain survivors <br />D. Repair and restore essential facilities and utilities <br />Action: Since the City has already adopted the general use of an Emergency <br />Operations Plan, the next step in accepting this new regional plan requires certain <br />officials and department heads to sign acknowledgement documentation to indicate <br />that they agree to the use of the regional plan in the event of a declared <br />emergency.
