Resolution 08-022; Calling for Public Hearing on Issuance of Bonds and the Street <br />12 Reconstruction Plan for Silver Lake Road <br />13 <br />14 Ms. Stacie Kvilvang presented information regarding the calling of a public hearing on the <br />15 issuance of bonds and the Street Reconstruction Plan for Silver Lake Road. She reported the <br />16 hearing would be called for April 8, 2008. She reported the total costs are estimated to be <br />17 approximately $3.5 million and listed the sources of funding would be from the Chandler TIF, <br />18 SAC/WAC, the Storm Water Funds, and the Levy. Ms. Kvilvang pointed out that $1.2 million <br />19 of the project was funded in 2007 with existing City cash resources. She stated it is proposed <br />20 that the City issue a Street Reconstruction Bond in 2008 to pay for the remaining portion of the <br />21 project. <br />22 <br />23 Ms. Kvilvang informed Council that the primary issues to consider include: <br />24 <br />25 1. Can the City assess benefiting property owners for the project? <br />26 2. What is the proposed financing mechanism for the remaining project costs? <br />27 3. How does this type of financing differ from the City's typical way of financing street <br />28 reconstruction projects? <br />29 4. What is the timeline/process for the issuance of the bonds? <br />30 <br />31 Motion by Councilmember Roth, seconded by Councilmember Stille, to approve Resolution 08- <br />32 022, a Resolution Calling for Public Hearing on the Intention to Issue General Obligation <br />33 Capital Improvement Plan Bonds and the Proposal to Adopt a Capital Improvement Plan <br />34 therefore. <br />35 Motion carried unanimously (3/0) <br />36 <br />37 B. Ordinance 08-001; Amending Section 315.05 and 1325 Relating to Fire Code <br />38 <br />39 Mr. Don Drusch, Assistant Fire Chief, explained that the proposed amendments to the Fire Code <br />40 are intended to ensure conformance to the current Minnesota State Fire Code. <br />41 <br />42 Mayor Pro Tem Thuesen requested Mr. Drusch expand on the definition of an open fire and the <br />43 process for this. <br />44 <br />45 Mr. Drusch replied that an open fire is addressed in the amendment to allow open campfire <br />46 burning in back yards with restrictions and in parks for clean up purposes.
