CITY OF ST. ANTHONY VILLAGE <br />Ordinance 08-003 <br />SECTION 1335 — ROUSING MAINTENANCE AND OCCUPANCY <br />1335.01 Pur ose. The purpose of this Section 1335 to protect the public health, safety, and <br />general welfare. These general objectives include, among others, the following: <br />(a) Protect the character and stability of residential areas within the City. <br />(b) Correct and prevent housing conditions likely to adversely affect the well-being <br />of persons occupying dwellings within the City. <br />(e) Provide minimum standards for cooling, heating, sanitary equipment, light and <br />ventilation. <br />(d) Prevent the overcrowding, slums and blight, and preserve the value of land and <br />buildings. <br />It is not the intention of the City to intrude upon the contractual relationship between tenant and <br />landlord, to intervene as an advocate of either party, to act as an arbiter, or to deal with <br />complaints covered by this Section 1335. <br />1335.02 Applicability. Every building and its premises used in whole or in part as a home or <br />residence or as a residential accessory structure. If a provision of this Section is in conflict with <br />state codes, the state codes will govern. . <br />1335.025 Adoption of Property Maintenance Code The International Property Maintenance <br />Code, the most current edition, as published by the International Code Council, is adopted by <br />reference in its entirety, except as modified or amended in this Section. Nothing in this section <br />or the International Property Maintenance Code shall be construed to cancel, modify, or set aside <br />any other provision of the City Code. <br />1335.03 Definitions. The following terms will have the following meanings in this Section <br />1335. <br />Subd. 1. Accessory Structure. A structure subordinate to a principal dwelling not <br />authorized to be used for living or sleeping by human occupants. <br />Subd. 2. Apartment Building. A structure designed to accommodate three or more <br />dwelling units. <br />Subd. 3. Enforcement Official. The City Manager and designated agents authorized to <br />administer and enforce this Section 1335. <br />Subd. 4. Composting. Accumulation of yard waste to be decomposed. <br />
