WE <br />Subd. 17. Signs Attached to a Vehicle. Vehicles with incorporated or attached signage <br />parked primarily for use as a sign shall not be parked in any zone for more than seventy- <br />two (72) hours. <br />Subd. 18. Billboards. <br />Subd, 19. Signs on Bus Shelters. All types of signs except for bus schedules and <br />identification information. <br />Subd. 20. Electronic Message Signs. Electronic message or changeable copy signs <br />except public service signs in the Recreational Open Space District located on property <br />that is owned by the City or Independent School District No. 282. <br />Subd. 21. Off -premise signs. <br />Subd. 22. Portable signs. <br />1400.08 Signs Requiring No Permits. The following signs shall not require a permit, if they <br />meet all other requirements of this Chapter. These exemptions, however, shall not be construed <br />as relieving the owner of the sign from the responsibility of its erection and maintenance, and its <br />compliance with the provisions of this ordinance or any other law or ordinance regulating the <br />same. <br />Subd. 1. Channing Display Surface. The changing of the display surface on a painted or <br />printed sign only. This exemption, however, shall apply only to poster replacement <br />and/or on-site changes involving sign painting elsewhere than directly on a building. <br />Subd. 2. Signs Six (6) Square Feet or Less in Size. <br />Subd. 3. Window Signs. Temporary or permanent window signs duly authorized by <br />zoning and other laws of this City, provided that all such signs on a frontage shall not <br />have a total sign surface area greater than fifty (50) percent of the glass area, excluding <br />doors, on such frontage and provided that a minimum of one-half (1/2) of the open <br />window space must be below a horizontal line which is five (5) feet above the interior <br />floor of the commercial establishment. Merchandise displays in windows shall not be <br />considered a part of the sign area if such display is not intended to be continued for a <br />period of more than eight (8) weeks. <br />Subd. 4. Signs Affixed on Benches at Public Bus Stops. <br />Subd. 5. Replacement of Existing Commercial Identification Signs. A commercial <br />identification sign designed to replace an existing commercial identification sign which <br />lawfully exists under this Code, so long as the new sign has the same dimensions and is <br />in the same location as the existing sign, and is not prohibited sign under Section <br />1400.07. <br />Subd. 6. Non -Commercial Signs Exemption. All non-commercial signs of any size may <br />be posted in any number from August 1 in a state general election year until ten (10) days <br />following the state general election.
