The Honorable Mayor, City Council and Staff <br />May 20, 2008 <br />Page 3 <br />New Brighton <br />City State Aid Routes are assessed the same as local streets. Additional costs to meet State Aid <br />requirements are not assessed. <br />Golden Valley <br />City State Aid Routes are assessed. Residential parcels are assessed $1,100 per lot and Commercial <br />parcels are assessed 45% of the construction cost based on front footage. <br />White Bear Lake <br />City State Aid Routes are assessed. A portion of the construction cost on major routes is assessed, <br />the cost of constructing parking lanes, except for striping, is excluded from the assessment. <br />Residents with property on both sides of the street are assessed less. <br />South St. Paul <br />City State Aid Routes are assessed at the same unit rate as all residential property and is adjusted <br />annually. <br />Attached for your consideration and discussion at the May 27 Council meeting is an amended assessment <br />policy for our discussion. Under the revised policy, residential zoning districts on MSA streets would be <br />assessed at the same level as other local interior roads. Assessments would be capped at 35% of cost to <br />reconstruct a 7 -ton, 32 -foot wide roadway, regardless of the width and design loads of the MSA street. <br />For example, Chandler Drive and Foss Road north of Chandler are 42 -foot wide concrete MSA streets. <br />Upon reconstruction, Chandler Drive and Foss Road would be reconstructed as 42 -foot wide, 10 -ton asphalt <br />streets. The residential parcels under the revised policy would be assessed on a front footage basis at 35% of <br />a 7 -ton, 32 -foot wide bituminous street with curb, gutter and local drainage. The difference between the <br />assessed cost and actual construction cost would be borne by the City. The front footage assessment for <br />residential land uses along the roadway would be similar to the 2007 Street Reconstruction assessments <br />which were $57.90 a front foot. <br />Based on the current funding levels from the State of Minnesota for Municipal State Aid Routes, the current <br />condition of Municipal State Aid Routes and their utilities, we are requesting the City Council give <br />consideration to amending the City's street assessment policy to allow for the assessment of residential <br />parcels or Municipal State Aid routes at a level not to exceed the cost to construct local interior streets. <br />If you have any questions, I will be available at the Council work session or you may call me at 763-287- <br />7182. <br />Sincerely, <br />WSB & Associates, Inc. <br />Todd E.
