City Council Regular Meeting Minutes September 9, 2008 Page 4 I Councilmember Stille questioned if the intent is to return the dogs to a free reign situation if 2 Guido is allowed to reside in St. Anthony. Mks. Merril replied that is a question for Mr. Blackey. 4 Mr. Steve McKowski, 3005 Croft Drive, addressed the Council and stated he has known Gordy 5 for a long time. His dog is a trained police dog. He has never seen the dog bite anyone. He does 6 not know why they are talking about the first two cases; the third is the only one they should be 7 talking about. He stated he has never seen any incidents with the dog. IIe has gone onto Gordy's 8 property without him being there, walked right up to the dog and had no trouble with the dog. 10 Ms. Annette Clark, 3025 Croft Drive, addressed the Council and stated she has never seen Guido I I act volatile toward anyone. She trusts her children to go there and play with his children and has 12 no concerns. He is a great dog and their family pet. 13 14 Ms. Kim McKowksi, 3005 Croft Drive, addressed the Council and stated she has never had any 15 problems with Guido. He would sit across the street with her terrier. Last year when they were 16 soliciting for basketball she had her son and three other kids along, and they disappeared while 17 she was talking to some neighbors. She found them all in the back yard playing basketball. None 18 of these kids arc known to this dog, and there was absolutely no problem with the dog; lie just sat 19 there and watched them running around. Ile is a great dog and she would be saddened to see him 20 leave the neighborhood. 21 22 An individual addressed the Council and stated he lives in Minneapolis, and his daughter-in-law 23 and son live across the street from Mr. Blackey. He has brought his dog and Gordy' dog to the 24 lake on occasion, and people on the beach have come up to both dogs and tried to pet them. 25 There has been no violence with either dog. He wants to see Guido get back home and lie will 26 put a fence up in the back of Mr. Blackey's house. 27 28 Councilmember Stille inquired about the intention for fencing in the future if Guido were to 29 remain in St. Anthony. Mr. Blackey stated they have gone through quite a few scenarios. This 30 has been going on since July and he has been in court a few tinges. He proposed putting up a 31 privacy fence to the Police Chief. They could have put an end to it then; he had money at that 32 time. At this point he does not know what he will do. IIe could go with a recommendation from 33 the City Council. It is difficult to put up a fence when the dog is not currently with them. 34 35 Councilmember Roth inquired about the comment that Guido is a trained police dog. Mr. 36 Blackey explained he had the opportunity to take Guido when there were budget cuts while he 37 was working in North Minneapolis. Guido was a narcotics trained dog; not a search dog or chase 38 dog. 39 40 Councilmember Roth asked if Mr. Blackey has a Beware of Dog sign posted on his property. Mr. 41 Blackey replied he has two signs in the driveway that say Dog is Off Leash and Invisible Fence. 42 43 Mayor Faust closed the public hearing at 8:31 p.m. 44 45 Councilmember Gray stated the State law and the City ordinance are good and are there to 46 protect people. He has had problems with animals in the past, but having said that he does not 5
