STAFF "PORT <br />To: Mayor and City Council <br />Mike Morrison, City Manager <br />From: Kim Moore -Sykes, Assistant City Manager <br />Date: January 13, 2009 <br />Subject; Greater Metropolitan Housing Center 2008 Annual Report <br />Bael roue : In October 2008, Staff met with Suzanne Snyder and Denise Eloundou of the Greater <br />Metropolitan Housing Corporation to discuss GMHC's Housing Resource Center activities to date on behalf of <br />the City. Ms. Snyder provided status reports as of the end of September 2008, indicating that as of the end of <br />September, the Housing Resource Center — Northeast Revolving Loan Program for the City of St. Anthony <br />continues with approximately $29,635 remaining in the fund. Ms. Snyder indicated that while this program has <br />funds, activity has been very slow. She reported that they have only recently received two applications <br />(September 13, 2008 and September 29, 2008) with project cost of $19,014. <br />Ms. Snyder then reported that the Rehab Incentive Program has approximately $34,385 program funds <br />remaining in the pool. Whereas the Revolving Loan program loans money to eligible homeowners at 4%. the <br />Rehab Incentive program actually rebates a percentage of the project cost back once the work is completed. <br />This program received four requests in 2008. <br />In answering a question about the reduced activity in the Revolving Loan and Rehab Incentive programs, Ms. <br />Snyder stated that she felt the slumping economy may be the reason. People are not interested in taking on <br />more debt at this tune and perhaps that is why the Revolving Loan program has been so slow this year. The <br />economy may also be partly the reason for the slow activity in the Rehab Incentive program. She also suggested <br />that the Housing Resource Center needs more publicity and asked if there were opportunities for the City and <br />GMHC to partner together to get information out to the Community. <br />In addition to providing information on the Housing Resource Center's performance for 2008, Ms. Snyder <br />presented GMHC's 2009 Consultant Services Agreement, which she reported is basically the same as the 2008 <br />contract. Ms. Snyder advised that the City's portion of the administrative costs to continue with the Housing <br />Resource Center programs remains the same for 2009 at $12,500. She also reported that the City's program <br />income is approximately $10,211 and when asked if the money could be put toward the Housing Resource <br />Center's programs administered for the City of St. Anthony, Ms. Snyder indicated that they could.
