Introduction <br />Honorable Mayor, Council, City Manager, and citizens ol'St. Anthony: <br />In January o6' 1984, 1 joined the St. Anthony Police Department. The police <br />profession has changed quite a bit over the last 24 years. Our guiding <br />philosophy, in part, describes the department as "service" oriented and <br />mandates that we constantly attune our goals to our community's concerns. <br />Our mission is to also rind and illicit these concerns, and to constantly strive <br />for professionalism both on an individual and a department level. <br />Law Enforcement has truly become a profession. <br />Law Enforcement is characterized by the capacity <br />to solve problems and the application of theoretical <br />knowledge to practice. Law Enforcement <br />professionals also have a commitment to continuous <br />learning, and strive to provide an environment of <br />public acceptance. In addition, our profession also i r <br />establishes ethical practices, has a code of conduct, _ <br />and our primary orientation is to the public, and to IIN <br />our community. We are licensed, work with a great <br />amount of autonomy, and exercise a great deal of discretion in our day to <br />day activities. This year, several high profile cases brought added attention <br />to the department and our officers. Our professionalism stood the test of this <br />scrutiny. <br />The men and women of the St. Anthony Police Department are proud to <br />provide critical public safety services to our visitors, business community, <br />and citizens, while maintaining the highest standard of professional <br />performance. <br />It is my pleasure to present the police department's 2008 Annual Report. <br />Respectfully, <br />jd�wv ©i & <br />Chief of Police <br />3 <br />
