EAST METRO S.W.A.T. SUMMARY <br />Prepared by Officer Mike Huddle <br />The East Metro SWAT Team moved into new <br />territory both figuratively and geographically <br />in 2008. The past year held greater challenges <br />than any other for this team, and successes <br />were achieved through the efforts and abilities <br />of Officers from the team's member agencies. <br />The St. Anthony Police Department has been <br />instrumental in the successful outcomes of the <br />challenging training, incidents, and events of <br />2008. <br />Three St. Anthony Police Officers are currently assigned to the team. Their <br />SWAT duties are in addition to their primary patrol assignments. Monthly <br />training included subjects such as hostage rescue, barricaded suspects, <br />warrant service, dynamic entry, slow searches, and firearms training. The <br />team also conducted training over a week's period at Camp Ripley in <br />October 2008. Camp Ripley offers outstanding training facilities within a <br />confined and controlled area for SWAT operations. The 2008 Camp Ripley <br />Training resulted in further refinement of team tactics and skills. This <br />training is low cost and highly beneficial to team members and our home <br />departments. The team logged 95 <br />hours of training last year, which <br />included the 40 hours at Camp <br />Ripley. Each Officer is expected to <br />take the lead in training topics. This <br />extensive training benefits the St. <br />Anthony Police Department as new <br />training experiences are brought <br />back for the benefit of other Officers <br />in our own training programs (use of <br />force, firearms, active shooter <br />response in our schools) that will enhance our patrol and other operations. <br />Last year the team grew in membership and jurisdiction. The North St. Paul <br />Police Department became part of East Metro SWAT by assigning two <br />members to the team. The team is now jointly operated by four <br />20 <br />
