City Council Regular Meeting Minutes 1 <br />February 24, 2009 <br />Page 11 <br />1 is in the R-3 Zoning District and there is nothing in the Ordinance regarding R-3 that restricts <br />2 animals, such as chickens, from existing in that zoning district. Mr. Roepke is the tenant of the <br />3 property and has permission from the landlord to house the hens. <br />4 <br />5 Councilmember Gray suggested future consideration of including a requirement in the ordinance <br />6 similar to other cities of 75 to 80 signatures of approval by neighbors. <br />8 Councilmember Thuesen stated his support of a work session discussion on amending the <br />9 ordinance, as this is the second request to house chickens within nine months. <br />10 <br />11 Mayor Pro Tem Stille inquired about the purpose for housing the hens and what kind of hens <br />12 they will be. Mr. Todd Roepke, 3901 Foss Road, addressed the City Council and state the hens <br />13 will be pets and a hobby and will provide eggs. He is not certain about what kind of hens they <br />14 will be; they will be medium sized, five to six pounds, and will be egg layers. They will all be <br />15 hens and will be kept in his shop indoors. <br />16 <br />17 Mayor Pro Tem Stille clarified that the City expects only hens to be housed on the property, and <br />18 that there are no roosters being approved. <br />19 <br />20 Motion by Councilmember Roth, seconded by Councilmember Gray, to adopt Resolution 09- <br />21 027; A Request to Keep Three Hen Chickens as Pets in the R-3 Zoning District. <br />22 <br />23 Councilmember Thuesen stated his opposition to the proposed resolution. He expressed concern <br />24 that the request is vague as to the kind and size of hens and stated his opposition to farm animals <br />25 being housed in the City. <br />26 <br />27 Motion carried 3-1 (Thuesen). <br />28 <br />29 VII. REPORTS FROM CITY MANAGER AND COUNCIL MEMBERS. <br />30 <br />31 City Manager Mornson reported on the following: <br />32 ■ March 9°i Joint City Council/Park Commission meeting at 5:15 p.m. <br />33 • Emerald Park Bid Opening scheduled for March 4, 2009, <br />34 N March 10, 2009 City Council meeting agenda will include: Emerald Park bids, two bond <br />35 sales from Stacie Kvilvang of Ehlers an Associates and department reports from Public <br />36 Works and Fire Departments. <br />37 • Metropolitan Emergency Board awarded the City a grant in the amount of $12,246 for six <br />38 radios for public works The City is required to match $3,000. <br />39 N Falcon Heights and Lauderale meeting scheduled for March 3, 2009 to discuss the <br />40 renewal of the police contract arrangement. <br />41 • Junior Achievement started; the students will attend the March 24, 2009 City Council <br />42 meeting. <br />43 • Thank you to the Police, Fire and Public Works Departments for the great job dealing <br />44 with the Autumn Woods fire. <br />45 <br />
