7 <br />STAFF REPORT <br />To: Mayor and City Council <br />Mike Morrison, City Manger <br />From: Kim Moore -Sykes, Assistant City Manager <br />Date: March 10, 2009 — Third and Final Reading <br />Subject: 2009 Recodification of the City Code <br />Background: This is the third and final reading for the City's recodiffed Code of Ordinances. The City's <br />Code was last recodified in 1993. In the 15 years since, the Code of Ordinances has experienced occasional <br />revisions that reflected changes in governing at the local, state, or federal levels. The City Code of <br />Ordinances is a written format that describes for the public the authority, laws, and regulatory actions that <br />are granted to the City of St. Anthony by State which are deliberate, legally enforceable, and binding. It <br />establishes a protocol for administering the political business of the City; it reflects changes in public <br />opinion with regard to the protection of the natural environment, public health and public safety; and <br />authorizes the control and regulation of land uses within the City's corporate boundaries. <br />The City Code has been re -organized and re -formatted so that the information can be easily found using <br />titles, chapters, sections and subject matter located in a table of context. Further updating was done to <br />remove obsolete, improper, or unlawful provisions. The language of the Code has been simplified where <br />appropriate and updated to gender -neutral language where necessary. Staff then took additional time to <br />further revise, refine and correct the codified document once it was received from American Legal <br />Publishing. <br />New or revised ordinances include: <br />• Sign Ordinance as part of the Zoning Code <br />• Building Code <br />• Fire Code <br />• Dangerous Dog Designation as part of the Animal Ordinance <br />• Housing Code <br />Adoption of Ordinance 09-001, AN ORDINANCE CODIFYING THE GENERAL ORDINANCES OF THE <br />CITY OF ST. ANTHONY, MINNESOTA: ADOPTING A NEW CITY CODE; REPEALING CERTAIN <br />ORDINANCES will be published in the City's legal newspaper once approved by the City Council. <br />Ordinance 09-001. also stipulates that the 2008 Code of Ordinances will be in effect as of the date of April 1, <br />2009. At that time, Staff will put the new Code online at the City's Web Site; provide a copy to the St. <br />Anthony Branch of the Hennepin County Library; and have a copy available at City Hall for the public. <br />Attachments: <br />• Ordinance 09-001 <br />2009 Recodification of City Code 3 reading <br />
