9M <br />MEMORANDUM <br />DATE: June 9, 2009 <br />TO: Mayor, Council -member <br />FROM: Mike Mornson, City Manager <br />Jay Hartman, Public 'Works Director <br />RE: Staff Report on Snow Plowing Parking Restrictions <br />During the calendar year 2008, the City Council decided to amend the current Snow Plowing <br />Ordinance for the City of St. Anthony. The change was made and had a sunset date of July 1, 2009. <br />The primary goal of this change was to give residents more flexibility on when they could park on <br />the roadway during the plowing season. To date for the 2008/2009 Snow Plowing season, 28 <br />citations were issued by the Police Department. <br />Throughout the 2008/2009 plowing season, the Public Works Department responded to a total of 11 <br />full plowing events. The average number of vehicles in the street to plow around was 15 per <br />plowing event. <br />In the event that the Public Works Department has to "Return Plow" in the areas where vehicles <br />were parked, the cost breakdown is as follows: <br />Straight Time: 1 truck and operator $80/hour <br />Overtime Rate: 1 truck and operator $120/hour <br />The "Return Plow" Average 1 hour per snow plowing event <br />During the 2008/2009 plowing season, Public Works incurred 6 addition hours of plowing at <br />overtime rate. The remaining 5 hours were completed during regular hours. <br />The 2 options for consideration are as follows: <br />1. Go back to the original ordinance regarding Snow Plowing & Parking Restriction <br />on November 1 through April 1. <br />2. Proceed with the current ordinance. <br />
