(Continued) <br />35 <br />In establishing a tiered water rate structure, the goal is to promote conservation. Staff <br />gathered information by attending work shops, had several discussions with the DNR and <br />worked with the City Engineer to establish a tier structure for St. Anthony that would <br />fairly promote the conservation of water. <br />Staff presented and discussed tiered water rates with the City Council at their June 1St and <br />August 3rd work sessions. The process in on-going and continues to develop with future <br />discussion needed on: <br />1) Finalizing the rate structure. <br />a. 10%, 12.5%,15% <br />b. 10%, 15%,20% <br />2) Analysis of base rate. <br />a. Change rate to include funding for CIP improvements. <br />3) Tired system for all user groups; <br />a. Residential <br />b. Multi -Family (Based on a per unit consumption) <br />c. Commercial <br />4) Sewer rate increase (Sanitary Waste Disposal). <br />a. Shortfall in 2008 = ($13,560) <br />b. Offset by Other Revenues. <br />i. WAC/SAC Charges. <br />ii. Interest earnings. <br />iii, Late fees/penalties <br />c. Current rate of .0033 per gallon. <br />i. .0035 needed to balance Sewer Operating Budget. <br />
